The Standing Senate Committee on Energy, the Environment and Natural Resources has the honour to present its

SECOND REPORT

Your Committee, which was authorized by the Senate on March 1st, 2001, to examine such issues as may arise from time to time relating to energy, the environment and natural resources, respectfully requests, notwithstanding the Procedural Guidelines for the Financial Operations of Senate Committees, that it be empowered, for the purpose of such study and for its examination and consideration of such bills, subject-matters of bills and estimates as are referred to it, to adjourn from place to place within Canada and to engage the services of such counsel and technical, clerical and other personnel as may be necessary.

Your Committee will report its expenditures on a pro-rated basis between its legislative study and special study activities.

Pursuant to section 2:07 of the Procedural Guidelines for the Financial Operation of Senate Committees, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

Extract from the Journals of the Senate of Thursday, March 1st, 2001:

The Honourable Senator Taylor moved, seconded by the Honourable Senator Cordy:

THAT the Standing Senate Committee on Energy, the Environment, and Natural Resources, be authorised to examine such as issues may arise from time to time relating to energy, the environment, and natural resources, including the continuation and completion of the study on Nuclear Reactor Safety; and

THAT the papers and evidence received and taken on the subject of Nuclear Reactor Safety during the Second Session of the Thirty-sixth Parliament be referred to the Committee; and

THAT the Committee report to the Senate no later than December 15, 2002.

The question being put on the motion, it was adopted.

APPENDIX (B) TO THE REPORT

THURSDAY, March 29, 2001

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Chair of the Standing Senate Committee on Energy, the Environment, and Natural Resources for the proposed expenditures of the said Committee with respect to it study of issues as may arise from time to time relating to energy, the environment and natural resources and for its examination and consideration of such bills, subject-matters of bills and estimates as are referred to it. The approved budget is as follows:

Transportation and Communications $ 130,670
All Other Expenditures $ 5,000
TOTAL $ 162,820
 

Your Committee notes that the budget approved includes public hearings for both the special study and for its examination of Bill S-15, the Tobacco Youth Protection Act. It is recommended that the reporting of expenditures be done on a pro-rated basis between the activities of its legislative study and this special study.
