The Honourable Senator Robichaud, P.C., tabled the following:

Tabling of Reports from Inter-Parliamentary Delegations

The Honourable Senator Maheu tabled the following:

Thirteenth Report of the Canadian NATO Parliamentary Association respecting its participation at the Meeting of the Subcommittee on the Future Security and Defence Capabilities of the NATO Parliamentary Assembly, held in Slovenia and Slovakia, from March 5 to 8, 2002.–Sessional Paper No. 1/37-721.

MESSAGES FROM THE HOUSE OF COMMONS

A Message was brought from the House of Commons to return Bill C-33, An Act respecting the water resources of Nunavut and the Nunavut Surface Rights Tribunal and to make consequential amendments to other Acts,

And to acquaint the Senate that the Commons have agreed to the amendment made by the Senate to this Bill, without amendment.

Bills

Resuming debate on the motion of the Honourable Senator Graham, P.C., seconded by the Honourable Senator Pépin, for the third reading of Bill C-35, An Act to amend the Foreign Missions and International Organizations Act.

After debate,

In amendment, the Honourable Senator Stratton moved, seconded by the Honourable Senator Atkins, that the Bill be not now read the third time but that it be amended,

(a) on page 8, by adding after line 35, the following:

"9. The Act is amended by adding the following after section 13:

ANNUAL REPORT

13.1 The Minister of Foreign Affairs shall, as soon as possible after the end of each fiscal year, cause a report to be prepared on the administration and enforcement of this Act for that year and shall cause the report to be laid before each House of Parliament on any of the first fifteen days on which that House is sitting after the Minister receives it."; and

(b) on pages 8 and 9, by renumbering clauses 9 and 10 as clauses 10 and 11 and any cross-references thereto accordingly.

The question was put on the motion in amendment.

With leave of the Senate and pursuant to Rule 66(3), a recorded division was deferred until 2:30 p.m. tomorrow.

The Honourable Senator Carstairs, P.C., moved, seconded by the Honourable Senator Robichaud, P.C.:

That the Senate take note of the 20th anniversary of the Canadian Charter of Rights and Freedoms.

That Senate Committees scheduled to sit today have power to sit while the Senate is sitting, and that Rule 95(4) be suspended in relation thereto.

The name of the Honourable Senator Grafstein substituted for that of the Honourable Senator Day (April 17).
