Tribute was paid to the Honourable Senator Setlakwe, who will retire from the Senate on July 3, 2003.

Presentation of Reports from Standing or Special Committees

The Honourable Senator Morin, Joint Chair of the Standing Joint Committee on the Library of Parliament, tabled its Second Report (work of the Committee).—Sessional Paper No. 2/37-526S.

The Honourable Senator Oliver, Chair of the Standing Senate Committee on Agriculture and Forestry, tabled its Fifth Report (Interim) entitled: Climate Change: We are at Risk.—Sessional Paper No. 2/37-527S.

The Honourable Senator Oliver moved, seconded by the Honourable Senator Gustafson, that the Report be placed on the Orders of the Day for consideration at the next sitting.

The question being put on the motion, it was adopted.

The Honourable Senator Forrestall, Deputy Chair of the Standing Senate Committee on National Security and Defence, presented its Thirteenth Report (Bill C-411, An Act to establish Merchant Navy Veterans Day) without amendment.

With leave of the Senate,

The Honourable Senator Forrestall moved, seconded by the Honourable Senator Day, that the Bill be placed on the Orders of the Day for a third reading later this day.

The question being put on the motion, it was adopted.

Bills

Third reading of Bill C-47, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2004.

The Honourable Senator Day moved, seconded by the Honourable Senator Phalen, that the Bill be read the third time.

After debate,

The question being put on the motion, it was adopted.

The Bill was then read the third time and passed.

Ordered, That a Message be sent to the House of Commons to acquaint that House that the Senate have passed this Bill.

Resuming debate on the motion of the Honourable Senator Day, seconded by the Honourable Senator Forrestall, for the third reading of Bill C-44, An Act to compensate military members injured during service.

After debate,

The question being put on the motion, it was adopted.

The Bill was then read the third time and passed.

Ordered, That a Message be sent to the House of Commons to acquaint that House that the Senate have passed this Bill, without amendment.

Resuming debate on the motion of the Honourable Senator Carstairs, P.C., seconded by the Honourable Senator Robichaud, P.C., for the third reading of Bill C-28, An Act to implement certain provisions of the budget tabled in Parliament on February 18, 2003,

And on the motion in amendment of the Honourable Senator Nolin, seconded by the Honourable Senator Murray, P.C., that the Bill be not now read a third time but that it be amended in clause 64, on page 55,

(a) by deleting lines 11 to 39; and

(b) by renumbering clauses 65 to 130 as clauses 64 to 129, and any cross-references thereto accordingly.

Pursuant to Rule 67(2), a standing vote was deferred until 5:30 p.m. tomorrow.

Resuming debate on the motion of the Honourable Senator Chalifoux, seconded by the Honourable Senator Adams, for the adoption of the Fourth Report (Revised) of the Standing Senate Committee on Aboriginal Peoples (Bill C-6, An Act to establish the Canadian Centre for the Independent Resolution of First Nations Specific Claims to provide for the filing, negotiation and resolution of specific claims and to make related amendments to other Acts, with amendments) presented in the Senate on June 12, 2003.

After debate,

The Honourable Senator Kinsella moved, seconded by the Honourable Senator Stratton, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted.

Orders No. 2 and 3 were called and postponed until the next sitting.

Ordered, That all remaining Orders be postponed until the next sitting.

ADJOURNMENT

Changes in Membership of Committees Pursuant to Rule 85(4)

Standing Senate Committee on Legal and Constitutional Affairs

The names of the Honourable Senators Hubley and Robichaud substituted for those of the Honourable Senators Baker and Setlakwe (June 17).

The name of the Honourable Senator Rivest substituted for that of the Honourable Senator Nolin (June 18).

Standing Senate Committee on National Finance

The name of the Honourable Senator Oliver substituted for that of the Honourable Senator Doody (June 18).
