The Standing Senate Committee on Human Rights has the honour to present its

FIFTH REPORT

Your Committee, which was authorized by the Senate on Wednesday, May 27, 2003, to hear from time to time witnesses, including both individuals and representatives from organizations, with specific Human Rights concerns, respectfully requests for the purpose of this study that it be empowered to travel outside of Canada.

Pursuant to section 2:07 of the Procedural Guidelines for the Financial Operation of Senate Committees, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

The Honourable Senator Maheu moved, seconded by the Honourable Senator Ferretti Barth:

That the Standing Senate Committee on Human Rights be authorized to hear from time to time witnesses, including both individuals and representatives from organizations, with specific human rights concerns; and

That the Committee report to the Senate from time to time and table its final report no later than March 31, 2004.

The question being put on the motion, it was adopted.

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Standing Senate Committee on Human Rights for the proposed expenditures of the said Committee for the fiscal year ending March 31, 2004 for the purpose of its Special Study on specific Human Rights Concerns, as authorized by the Senate on Wednesday, May 27, 2003. The approved budget is as follows:
