Your committee, to which was referred Bill C-282, An Act to amend the Department of Foreign Affairs, Trade and Development Act (supply management), has, in obedience to the order of reference of April 16, 2024, examined the said bill and now reports the same with the following amendment:

1.Clause 1, page 1: Add the following after line 17:

(2.2) Subsection (2.1) does not apply to a commitment made on behalf of Canada by

(a) international trade treaty or agreement that existed upon the coming into force of that subsection;

(b) renegotiation of an international trade treaty or agreement that existed upon the coming into force of that subsection; or

(c) international trade treaty or agreement that was in the course of being negotiated upon the coming into force of that subsection.”.

Observation to the Fifteenth Report of the Standing Senate Committee on Foreign Affairs and International Trade (Bill C-282)

Your committee observes that Bill C-282 is a bill on how Canada conducts its international trade negotiations, as it specifically amends the Department of Foreign Affairs, Trade and Development Act and is not, despite testimony provided by supporters of the legislation, a bill on the policy of supply management itself. Your committee wishes to make clear that it has taken no view on supply management in Canada and has focused on this legislation’s impact on Canada’s crucial trade relationships as an export-oriented nation reliant on trade.

The Standing Senate Committee on Social Affairs, Science and Technology has the honour to present its

TWENTY-NINTH REPORT

Your committee, to which was referred Bill S-249, An Act respecting the development of a national strategy for the prevention of intimate partner violence, has, in obedience to the order of reference of June 1, 2023, examined the said bill and now reports the same with the following amendments:

1.Long title, page 1: Replace the long title with the following:

“An Act respecting national action for the prevention of intimate partner violence”.

2.Clause 1, page 1: Replace lines 4 and 5 with the following:

1 This Act may be cited as Georgina’s Law.”.

3.Clause 2, page 1:

(a) Replace lines 9 to 12 of the English version with the following:

“ing partner. (partenaire intime)”;

(b) delete lines 15 to 20; and

(c) add the following after line 17 of the French version:

partenaire intime S’entend notamment de l’époux, du conjoint de fait ou du partenaire amoureux, actuels ou anciens, d’une personne. (intimate partner)”.

4.Clause 3, page 2:

(a) Replace lines 1 to 9 with the following:

3 (1) The Minister must continue to lead national action to prevent and address intimate partner violence.

(2) In leading national action to prevent and address intimate partner violence, the Minister must engage annually with other federal ministers and with provincial ministers responsible for the status of women and regularly with Indigenous partners, victims and survivors, and stakeholders with respect to”;

That the Standing Committee on Ethics and Conflict of Interest be authorized to examine and report on amendments to the Ethics and Conflict of Interest Code for Senators with respect to sponsored travel, and to consider whether senators accepting sponsored travel continues to be appropriate in the current environment relating to foreign interference, whether that sponsorship is by foreign states or other third parties, including, but not limited to, corporations, lobbyists or non-governmental organizations;

That, notwithstanding any provision of the Rules or the code, when the committee is dealing with this matter, it be authorized to meet in public if it so decides and a senator who is not a member of the committee not attend unless doing so as a witness and at the invitation of the committee; and

That the committee present its final report to the Senate no later than March 31, 2025.
