The Special Senate Committee on Post-Secondary Education met at 3:40 p.m. this day, in camera in Room 257, East Block, the Chairman, the Honourable M. Lorne Bonnell, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Bonnell, Corbin and DeWare,(4).
In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer and Dr. Robin Farquhar, Consultant to the Committee.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 8, 1997, the ommittee resumed its consideration of the inquiry on the serious state of post-secondary education in Canada (See Proceedings of the committee dated October 21, 1997, Issue No. 1, for complete text of Order of Reference.)
The Chairman read his proposed preface to the committee.
The remainder of the draft report, including recommendations, was discussed.
At 6:00 p.m., the committee adjourned to the call of the Chair.

The Special Senate Committee on Post-Secondary Education met at 10:07 a.m. this day, in camera in Room 705, Victoria Building, the Chairman, the Honourable M. Lorne Bonnell, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Bonnell, Forest, Lavoie-Roux, Losier-Cool and Perrault (6).
In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer and Dr. Robin Farquhar, Consultant to the Committee.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 8, 1997, the committee resumed its consideration of the inquiry on the serious state of post-secondary education in Canada (See Proceedings of the committee dated October 21, 1997, Issue No. 1, for complete text of Order of Reference.)
The Chairman presented a draft budget for consideration as follows:
Professional and Other Services $ 11,500
After debate, the Honourable Senator Perrault moved adoption of the budget.
The question being put on the motion, it was agreed, the Honourable Senator Lavoie-Roux dissenting.
The committee discussed its draft report, including possible titles for the report.
The Honourable Senator Losier-Cool moved -- That the Subcommittee on Agenda and Procedure be given the authority to review and approve the French version of the report once it becomes available.
The question being put on the motion, it was agreed.
The report was approved in principle in English, pending the incorporation of further revisions as discussed.
At 11:25 a.m., the committee adjourned to the call of the Chair.

The Special Senate Committee on Post-Secondary Education met at 8:30 a.m. this day, in camera, in Room 172-E, Centre Block, the Chairman, the Honourable M. Lorne Bonnell, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Bonnell, Callbeck, Forest, Lavoie-Roux and Losier-Cool (6).
Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 8, 1997, the committee resumed its consideration of the inquiry on the serious state of post-secondary education in Canada (See Proceedings of the committee dated November 25, 1997, Issue No. 3, for complete text of Order of Reference).
The committee considered the final draft of the report.
The Honourable Senator Lavoie-Roux stated that there were other corrections to the French version of the report that she wished to make.
The Honourable Senator Forest moved -- That the Honourable Senators Lavoie-Roux and Losier-Cool submit their corrections to the Clerk on Monday morning, December 15, 1997, and that the report be reprinted and tabled either Monday or Tuesday.
The question being put on the motion, it was agreed.
The Honourable Senator Andreychuk raised a question of privilege, stating that she was concerned about the confidentiality of the committee's draft report, and stated reasons as to why she believed there had been a leak of the report.
At 9:10 a.m., the committee adjourned to the call of the Chair.
