The Subcommittee on Communications met this day at 5:30 p.m., in room 256-S, Centre Block, for the purpose of organization pursuant to rule 88.
Members of the subcommittee present: The Honourable Senators DeWare, Finestone, P.C., Kroft, Poulin (4).
In attendance: The official reporters of the Senate.
It was moved by Senator Finestone, P.C., -- That the Honourable Senator Poulin be Chair of this subcommittee.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator DeWare, -- That the Honourable Senator Spivak be Deputy Chair of this subcommittee.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Kroft, -- That the Chair and Deputy-Chair be empowered to make decisions on behalf of the subcommittee with respect to its agenda, to invite witnesses and schedule hearings.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator DeWare, -- That the subcommittee print 150 copies of its Proceedings; and -- That the Chair be authorized to adjust this number to meet demand.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Finestone, P.C, -- That, pursuant to rule 89, the Chair be authorized to hold meetings, to receive and authorize the printing of the evidence when a quorum is not present, provided that a representative of the government and a representative from the opposition are present.
The question being put on the motion, it was resolved in the affirmative.
It is moved by the Honourable Senator Kroft, -- That the subcommittee ask the Library of Parliament to assign research officers to the subcommittee;
That the Chair and Deputy-Chair be authorized to retain the services of such experts as may be required by the work of the subcommittee; and
That the Chair, on behalf of the subcommittee, direct the research staff in the preparation of studies, analyses, summaries and draft reports.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator DeWare, -- That the subcommittee empower the Chair to designate, as required, one or more members of the subcommittee and/or such staff as may be necessary to travel on assignment on behalf of the subcommittee.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Finestone, P.C., -- That, pursuant to the Senate guidelines for witnesses expenses, the subcommittee may reimburse reasonable travelling and living expenses for one witness from any one organization and payment will take place upon application, but that the Chair be authorized to approve expenses for a second witness should there be exceptional circumstances.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Kroft, -- That the Chair and Deputy-Chair be authorized to permit coverage by electronic media of its public proceedings with the least possible disruption of its hearings.

The Subcommittee on Communications met in camera this day at 10:05 a.m., in room 256-S, Centre Block, the Chair, the Honourable Marie-P. Poulin, presiding.
Members of the subcommittee present: The Honourable Senators Finestone, Johnson, Poulin and Spivak (4).
Other senator present: The Honourable Senator Oliver (1).
In attendance: From the Research Branch of the Library of Parliament: Terry Thomas.
Also in attendance: Jeanne Pratt and Tony Hodgkinson.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, March 1, 2000, That the Standing Senate Committee on Transport and Communications, in accordance with rule 86(1)(p), be authorized to examine and report upon the policy issues for the 21st century in communications technology, its consequence, competition and the outcome for consumers.
It was moved by the Honourable Senator Spivak -- That Tony Hodgkinson be hired to provide research services to the subcommittee.
The question being put on the motion, it was adopted.
At 11:20 a.m., the subcommittee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, March 1, 2000, the subcommittee continued its study of the policy issues for the 21st century in communications technology, its consequence, competition and the outcome for consumers.
The subcommittee adopted a workplan for its study of the policy issues for the 21st century in communications technology, its consequence, competition and the outcome for consumers.
