The Subcommittee Committee on Veterans Affairs met this day at 8:30 a.m. in room 172-E, Centre Block, for its organization meeting.
Members of the subcommittee present: The Honourable Senators Meighen, Pépin, Wiebe (3).
In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer.
Pursuant to rule 88, the Clerk presided over the election of a chairman.
It was moved by the Honourable Senator Wiebe -- That the Honourable Senator Meighen be Chair of this subcommittee.
The question being put on the motion, it was adopted.
It was moved by the Honourable Senator Meighen -- That the Honourable Senator Wiebe be Deputy Chair of this subcommittee.
The question being put on the motion, it was adopted.
It was moved by the Honourable Senator Meighen -- That the subcommittee print 150 copies of its proceedings and That the Chair be authorized to adjust this number to meet demand.

It was moved by the Honourable Senator Pépin -- That, pursuant to rule 89, the Chair be authorized to hold meetings, to receive and authorize the printing of the evidence when a quorum is not present, provided that a representative of the government and a representative from the opposition are present.

It was moved by the Honourable Senator Wiebe -- That the Chair and Deputy Chair be authorized to retain the services of such experts as may be required by the work of the subcommittee; That the subcommittee ask the Library of Parliament to assign research officers to the subcommittee; and That the Chair, on behalf of the subcommittee direct the research staff in the preparation of studies, analyses, summaries and draft reports.
The question being put on the motion, it was adopted.
It was moved by the Honourable Senator Meighen -- That, pursuant to section 32 of the Financial Administration Act, authority to commit funds be conferred on the Chair or in the Chair's absence, the Deputy Chair; and That, pursuant to section 34 of the Financial Administration Act, and Guideline 3:05 of Appendix II of the Rules of the Senate, authority for certifying accounts payable by the subcommittee be conferred individually on the Chair, the Deputy Chair, and the Clerk of the Subcommittee.
The question being put on the motion, it was adopted.
It was moved by the Honourable Senator Pépin -- That, pursuant to the Senate guidelines for witnesses expenses, the subcommittee may reimburse reasonable travelling and living expenses for one witness from any one organization and payment will take place upon application, but that the Chair be authorized to approve expenses for a second witness should there be exceptional circumstances.
The question being put on the motion, it was adopted.
It was moved by the Honourable Senator Wiebe -- That the subcommittee empower the Chair to designate, as required, one or more members of the subcommittee and/or such staff as may be necessary to travel on assignment on behalf of the Subcommittee.

It was moved by Senator Wiebe -- That the Chair be authorized to seek authority from the Senate for the following order of reference:
That the Standing Senate Committee on Social Affairs, Science and Technology be authorized to examine and report on the health care provided to veterans of war and of peacekeeping missions; the implementation of the recommendations made in its previous reports on such matters; and the terms of service, post-discharge benefits and health care of members of the regular and reserve forces as well as members of the RCMP and of civilians who have served in close support of uniformed peacekeepers;
That the committee report no later than June 30, 2001; and That the committee be permitted, notwithstanding usual practices, to deposit its report with the Clerk of the Senate, if the Senate is not then sitting; and that the report be deemed to have been tabled in the Chamber.
The question being put on the motion, it was adopted.
It was agreed -- That the subcommittee would meet on Tuesday mornings at 10:00 a.m.
At 8:46 a.m. the subcommittee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 28, the committee commenced its examination and report on the health care provided to veterans of war and of peacekeeping missions; the implementation of the recommendations made in its previous reports on such matters; and the terms of service, post-discharge benefits and health care of members of the regular and reserve forces as well as members of the RCMP and of civilians who have served in close support of uniformed peacekeepers.
Mr. Chadderton a statement and with Mr. Forbes answered questions.
Mr. Cassels made an opening statement and with Mr. Ambroziak answered questions.
It was moved by Senator Wiebe -- That the material supplied by the National Council of Veteran Associations in Canada be filed as exhibits (6050 V1-SS-1, 1 "1") with the Clerk of the Committee.
The question being put on the motion, it was adopted.
It was moved by Senator Pépin -- That the material supplied by the Army, Navy and Air Force Veterans in Canada be filed as an exhibit (6050 V1-SS-1, 1 "2") with the Clerk of the Committee.
The question being put on the motion, it was adopted.
It was moved by Senator Pépin -- That the response from Veterans Affairs Canada to the recommendations contained in "Raising the Bar: Creating a New Standard in Veterans' Health Care" be filed as an exhibit (6050 V1-SS-1, 1 "3") with the Clerk of the Committee.
The question being put on the motion, it was adopted.
It was moved by Senator Wiebe -- That the budget application be concurred in, and that the Chair submit it to the main committee for approval.
