The Standing Senate Committee on Social Affairs, Science, and Technology met this day, in camera, in room 705, Victoria Building, at 3:40 p.m., the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Keon, Kirby, LeBreton, Léger, Morin, Robertson, Roche, and Sibbeston (11).

Other senator present: The Honourable Senator Finnerty (1).

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Odette Madore and Howard Chodos, Research Officers.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 1, 2001, the committee continued its consideration of the special study on the state of the health care system in Canada. (For complete text of Order of Reference see Proceedings of the Committee, Issue No. 2.)

The committee considered a draft agenda.

It was agreed that the Chair be authorised to seek an extension from the Senate to the deadline for the final report on the special study on the state of the health care system in Canada.

At 5:45 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met this day in camera, in room 705, Victoria Building, at 11:09 a.m., the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Keon, Kirby, LeBreton, Léger, Morin, Robertson and Roche (10).

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Odette Madore and Howard Chodos, from the office of Senator Cordy: James MacNeil, from the office of Senator Kirby: Jeff MacLeod, from the office of Senator Pépin: Momar Diagne, from the office of Senator Robertson: Ross McKean, from the office of Senator Roche: Todd Martin and staff from the Page Programme, Interpretation Services and the Senate Messengers.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 1, 2001, the committee continued its consideration of the special study on the state of the health care system in Canada. (For complete text of Order of Reference see Proceedings of the Committee, Issue No. 2.)

The committee discussed its future business on the study of the state of the health care system in Canada.

At 12:05 the sitting was suspended.

At 12:40 the sitting was resumed.

The committee continued its discussion.

At 1:20 p.m. the committee adjourned to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met this day, in room 705, Victoria Building, at 11:05 a.m., the Deputy Chair, the Honourable Marjory LeBreton, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Keon, LeBreton, Milne, Morin, Pépin, and Roche (9).

Other senator present: The Honourable Senator Finestone (1).

In attendance: From the Research Branch of the Library of Parliament: Jay Sinha, Ben Dolin and Geoffrey Kieley.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 27, 2001, the committee continued its consideration of Bill S-12, An Act to amend the Statistics Act and the National Archives of Canada Act (census records). (For complete text of Order of Reference see Proceedings of the Committee, Issue No.24)

The Deputy Chair made a statement.

It was moved by Senator Cook - That the committee dispense with clause-by-clause consideration of Bill S-12.

The question being put on the motion, it was adopted.

It was moved by Senator Cordy - That Bill S-12 be adopted without amendment.

The question being put on the motion, it was adopted, on division.

The committee discussed draft observations to attach as an appendix to its report on Bill S-12.

It was moved by Senator Callbeck - That the committee's observations on Bill S-12 be attached to the report on the bill.

The question being put on the motion, it was adopted.

It was agreed, on division, that the bill be reported to the Senate without amendment but with observations.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 26, 2001, the committee continued its consideration of Bill S-21, An Act to guarantee the human right to privacy. (For complete text of Order of Reference see Proceedings of the Committee, Issue No.25.)

The Deputy Chair made a statement.

The committee considered a draft report.

It was moved by Senator Pépin - That the committee adopt its draft report as amended.

The question being put on the motion, it was adopted.

The Deputy Chair invited Senator Finestone to make a statement. Senator Finestone made a statement and thanked the committee for their work. The Deputy Chair thanked Senator Finestone for her efforts on the issues of privacy.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 1, 2001, the committee began its consideration of The developments since Royal Assent was given during the Second Session of the Thirty-sixth Parliament to Bill C-6, an Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act

The Deputy Chair made a statement. The committee considered its draft report.

It was moved by Senator Pépin - That the committee adopt its draft report as amended.

The question being put on the motion, it was adopted.

At 12:00 p.m., the committee adjourned to the call of the Chair.
