The Standing Committee on Agriculture and Forestry has the honour to present its

THIRD REPORT

Your Committee, which was authorized by the Senate on October 31, 2002 to examine the impact of climate change on Canada's agriculture, forests and rural communities and the potential adaptation options focusing on primary production, practices, technologies, ecosystems and other related areas

Pursuant to Section 2:07 of the Procedural Guidelines for the Financial Operations of Senate Committees, the Budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report of said Committee are appended to this report.

APPLICATION FOR BUDGET AUTHORIZATION FOR THE FISCAL YEAR ENDING MARCH 31, 2004

ORDER OF REFERENCE

Extract from the Journals of the Senate, Thursday, October 31, 2002:

The Honourable Senator Wiebe moved, seconded by the Honourable Senator Chalifoux:

That the Standing Senate Committee on Agriculture and Forestry be authorized to examine the impact of climate change on Canada's agriculture, forests and rural communities and the potential adaptation options focusing on primary production, practices, technologies, ecosystems and other related areas;

That the papers and evidence received and taken on the subject and the work accomplished by the Standing Senate Committee on Agriculture and Forestry during the First Session of the Thirty-Seventh Parliament be referred to the Committee and;

That the Committee submit its final report no later than December 31, 2003.

The question being put on the motion, it was adopted.

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Standing Senate Committee on Agriculture and Forestry for the proposed expenditures of the said Committee for the fiscal year ending March 31, 2004 for the purpose of its Special Study on the impact of climate, as authorized by the Senate on Thursday, October 31, 2002. The said budget is as follows:
