The Standing Senate Committee on Energy, Environment and Natural Resources met at 6:30 p.m. this day, in room 257 East Block, the Honourable Mira Spivak, Deputy Chair, presiding.

Members of the committee present: The Honourable Senators Christensen, Cochrane, Finnerty, Jaffer, Kenny, Milne, Rompkey, P.C., Spivak and Watt (9).

Other senator present: The Honourable Senator Sibbeston (1).

In attendance: From the Library of Parliament: Lynne Myers, Researcher, Science and Technology Division and James McQueen, Researcher, Economics Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, November 26, 2002, the committee proceeded to study Bill C-14, An Act providing for controls on the export, import or transit across Canada of rough diamonds and for a certification scheme for the export of rough diamonds in order to meet Canada's obligations under the Kimberley Process.

At 6:31 p.m., the committee suspended its proceedings because of technical problems.

At 6:35 p.m., the committee resumed its work.

Bruce Boyd made an opening statement and together, the witnesses answered questions.

At 7:05 p.m., pursuant to the Order of Reference adopted by the Senate on Tuesday, October 22, 2002, the committee proceeded to study Bill C-5, An Act respecting the protection of wildlife species at risk in Canada. The Honourable Senator Milne moved, — That the letter received from the Honourable Martin Cauchon, Minister of Justice, on December 3, 2002, be read into the record and that it be tabled with the committee as Exhibit 5900-2.37/ E1-C-5, 6 ``4''.
