The Standing Senate Committee on Energy, the Environment and Natural Resources met at 5:05 p.m. this day, in room 705 Victoria Building, 140 Wellington Street, the Chair, the Honourable Tommy Banks, presiding.
Members of the committee present: The Honourable Senators Banks, Christensen, Cochrane, Finnerty, Kenny, Merchant and Milne (7).
In attendance: From the Library of Parliament: Lynne Myers, Researcher, Science and Technology Division and Monique Hébert, Researcher, Law and Government Division.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Thursday, April 3, 2003, the committee continued its examination of Bill C-2, An Act to establish a process for assessing the environmental and socio-economic effects of certain activities in Yukon. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 12, April 8 and 10, 2003.)

Mr. O'Brien, Mr. Smith and Mr. Dick each made a statement and as a panel answered questions.
At 6:50 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Honourable Senator Kenny moved, — That the Chair send a letter to Internal Economy informing them of the concerns of the committee about the opportunities to televise the hearings of the committee and the concerns about the scheduling of Senate committee meetings by CPAC.
The question being put on the motion, — It was agreed.
At 9:50 a.m., the committee suspended its sitting.
At 9:53 a.m., the committee resumed its sitting.
The Honourable Senator Christensen tabled the following documents with the Clerk of the committee: "Extracts from a submission to the House of Commons Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources on Bill C-2, by the Yukon Chamber of Mines'' and "Responses to Yukon Chamber of Mines submission to the House of Commons Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources on Bill C-2, by the Department of Indian Affairs and Northern Development''. The documents are filed as exhibits 5900-2.37/E1-C-2, 13 "1'' and 5900-2.37/E1-C-2, 13 "2''.
Mr. David Cox and Mr. John Bailey answered questions.
It was agreed, — That the committee proceed to clause-by-clause consideration of Bill C-2.
The Honourable Senator Baker moved, — That the committee dispense with clause-by-clause consideration of Bill C-2, to establish a process for assessing the environmental and socio-economic effects of certain activities in Yukon.
The question being put on the motion, — It was agreed, on division.
It was agreed, — That this bill be adopted without amendment.
It was agreed, — That the Chair report this bill at the next sitting of the Senate.
