The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:34 p.m., in room 257, East Block, the Honourable George J. Furey, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Furey, Jaffer, Joyal, P.C., Nolin, Pearson and Smith, P.C. (8).

In attendance: From the Library of Parliament, Margaret Young.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 25, 2004, the committee continued its consideration of Bill C-14, An Act to amend the Criminal Code and other Acts. (For complete text of Order of Reference see proceedings of the committee, Issue No. 4.)

WITNESS:

From the Treasury Board Secretariat:

Michelle d'Auray, Chief Information Officer.

Michelle d'Auray answered questions.

It was agreed, that the committee move to clause-by-clause consideration of Bill C-14.

It was agreed, that the title stand postponed.

It was agreed, that clauses 1 to 10 carry.

It was agreed, that clauses 11 to 20 carry.

It was agreed, that clauses 21 to 24 carry.

It was agreed, that the title carry.

It was agreed, that the Chair report the Bill, without amendment at the next sitting of the Senate.

At 4:43 p.m., the committee proceeded to discuss Bill C-17.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 9, 2004, the committee began its consideration of Bill C-17, An Act to amend certain Acts.

At 5:42 p.m., the committee proceeded to discuss Bill C-20.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 9, 2004, the committee began its consideration of Bill C-20, An Act to change the names of certain electoral districts.

Jean-Pierre Kingsley, Chief Electoral Officer;

Diane R. Davidson, Deputy Chief Electoral Officer and Chief Legal Counsel.

Jean-Pierre Kingsley made a statement and answered questions.

Elections Canada submitted a brief to the committee.

At 12:14 p.m., the committee suspended.

At 12:22 p.m., the committee resumed in camera.

At 12:22 p.m., in accordance with rule 92(2)(e), the committee continued in camera to consider a draft agenda.

At 12:54 p.m., the committee adjourned to the call of the Chair.
