The Standing Committee on Internal Economy, Budgets and Administration has the honour to table its
FIRST REPORT
Your Committee heard of serious concerns about Senator Raymond Lavigne's use of Senate resources.
Your Committee created a Special Subcommittee to investigate the matter and has now received the report of the Subcommittee which was adverse to Senator Lavigne.
Your Committee has received a letter from Senator Lavigne's counsel, dated June 7, 2006, advising it that the Senator proposes to pay the Senate $23,666.49, without prejudice, as recommended by the Subcommittee in its report.
Your Committee recommends that it is in the public interest to refer the matter studied and the papers and records of the Special Subcommittee that the committee considers appropriate to the proper authorities.

SECOND REPORT
Your Committee is concerned with an apparent leak to the media of matters discussed in its in camera proceedings of Thursday, June 1, 2006.
Your Committee will proceed to investigate this matter in accordance with Appendix III of the Rules of the Senate which provides the procedure for dealing with unauthorized disclosure of confidential committee reports and other documents or proceedings.

The Standing Committee on Internal Economy, Budgets and Administration has the honour to table its
THIRD REPORT
The Subcommittee on Agenda and Procedure (Steering Committee), in accordance with the Parliament of Canada Act met during the period of dissolution between the 38th and 39th Parliaments, and before the members of its successor committee were appointed. Your Committee wishes to report to the Senate the following decisions taken.
1) AP/2006-02-10/311 — Economic Increases for Unrepresented Employees
It was agreed that the Senate Administration be allowed to proceed with economic increases and the review of Terms and Conditions of Employment for its unrepresented employees in the same manner aswas negotiated with the Professional Institute of the Public Service (PIPS) and the Public Service Alliance of Canada (PSAC).
1. Effective April 1, 2006, an economic increase of 2.5 per cent; and
2. Effective April 1, 2007, an economic increase of 1.25 per cent prorated for 6 months (based on 2.5 per cent over a 12 month period)
2) AP/2005-12-14/291 — Joint Parliamentary Identification and Access Card
It was agreed that a revised Joint Parliamentary Identification and Access Card be designed and distributed and come into effect on February 1, 2006.
3) IE/2005-11-29/184(C) — Living Expenses in the National Capital Region
It was agreed that living expenses in the National Capital Region ($20,000) shall fall under "statutory expenses".
4) IE/2005-11-29/183(C) — Parking in the National Capital Region
It was agreed that Senators shall be reimbursed for parking expenses when they use their personal vehicles on Senate business.
Your Subcommittee requests that all papers, records and evidence taken in the First Session of the Thirty-eighth Parliament be referred to the new committee.
As Chair of the Committee since October 2004, I would like to thank all the Senators who served on Internal Economy for their contributions to the committee. I would also like to thank Senate staff for their hard work and commitment to the Senate.
