The committee discussed the Wednesday, February 28, 2007 CTV News broadcast of an item regarding the Senators' Special Fund. As the matter was of a political nature, the advice of the Administration was neither sought nor offered.
The committee suspended at 9:35 a.m. and resumed at 9:49 a.m.
After discussion, it was agreed that the Chair communicate the committee's concerns to the Leader of the Opposition in the Senate for action, if deemed necessary.

Senator Campbell presented two applications for international travel as follows:

Senator Stratton stated that, to date, the Subcommittee on the Review of Committee Budgets had received budget requests for some $3.4 million in funding. As was the case last year, $3.35 million is available for distribution, with $400,000 having been set aside for witness expenses. Certain committees are still in the process of finalizing their work plans for the coming fiscal year. Therefore, it is expected that a number of other budgets will be received in the near future.
So as not to impede the work of committees, the Subcommittee on the Review of Committee Budgets decided to proceed with a preliminary allocation to ensure that funds would be available for committees to undertake their work scheduled for early in the fiscal year;
The Subcommittee was guided by the following principles:
Budgets amounting to less that $15,000 should be approved immediately and in full, since they include no travel or other major expenditures;
More substantial budgets would require more detailed consideration, including asking Chairs to appear to answer questions. Therefore, funds would only be released for activities scheduled for April and May, giving the Subcommittee an opportunity to review the budgets more fully upon return from the Easter break.
Using these guidelines, the Subcommittee agreed to recommend the release of a total of $684,016. This amount included 7 legislative budgets, for which full funding was recommended, allocations for 13 special studies, of which nine would receive full funding, and $141,040 for the Committee on Transport and Communications' study of freight traffic, which included public hearings in Montreal in April and Halifax in May.
Partial, interim funding was recommended as follows:
$101,428 for the Committee on Agriculture and Forestry's special study on rural poverty, including public hearings (Kapuskasing, Ontario and Chibougamau, Quebec) and sole sourcing for charter aircraft;
$75,656 for the Committee on Fisheries and Oceans' special study on the Policy Framework for Managing Canada's Fisheries and Oceans and a fact-finding mission in Winnipeg in May.
$213,882 for National Security and Defence to enable the committee to continue its on-going work and to conduct a fact-finding trip to Newark and Washington; and $42,420 for 3 members of its Subcommittee on Veterans' Affairs to go to Paris and Vimy in early April.
Funding was not recommended at this time for a National Security Advisor to support the National Security and Defence Committee.
Senator Stratton stated that the Subcommittee would begin its more detailed review upon return from the Easter adjournment. At that time, budgets for which partial funding had been recommended would be revisited, and any other outstanding submissions.
After debate, the sixth report of the Subcommittee on the Review of Committee Budgets was adopted.

Senator Nancy Ruth presented her application to travel to New York City from June 5-10, 2007, for the Annual Meeting of the Academic Council on the United Nations System (ACUNS). Senator Nancy Ruth answered questions.
Senator Jim Munson:
Senator Jim Munson presented his application to travel to Shanghai, China from October 2-11, 2007 for the Special Olympics World Summer Games. Senator Munson answered questions.
Senator Adams:
In the absence of Senator Adams, it was agreed that his request be examined on the strength of his written submission.
The committee reviewed the application of Senator Adams to travel to Los Angeles, California to attend the Windpower 2007 Conference.

Senator Stratton stated that, to date, the Subcommittee had received budgets requesting some $4 million in funding. As was the case last year, $3.35 million are available for distribution, with $400,000 having been set aside for witness expenses.
In its Sixth Report, the Subcommittee recommended the release of $684,016 to enable committees to undertake their work in April and May, as well as to approve budget requests for under $15,000. However, the Subcommittee felt it was important that Chairs be invited to appear to present their budget requests and to answer questions, before making decisions regarding funding for the larger budgets, especially those including travel.
Having heard these presentations, the Seventh Report of the Subcommittee on the Review of Committee Budgets recommends the release of a further $2,840,335 for 2007-2008 which, if accepted, would provide full funding to requests received by all committees, including $117,980 for a fact-finding trip by the Standing Committee on Fisheries and Oceans to Northern Quebec — Nunavik.
Since the distribution of the report on May 2, 2007, however, the Subcommittee learned of certain legal issues related to the beluga fishery in Nunavik, which may inadvertently affect the work of the Fisheries and Oceans Committee.
It was moved by Senator Downe that the Seventh Report of the Subcommittee on the Review of Committee Budgets be amended to reflect that the budget of the Standing Senate Committee on Fisheries and Oceans for its trip to Northern Quebec and Nunavut would be considered by the Committee on Internal Economy at a later date.

He also stated that the recommended release was possible, in part, because of the existence of the claw-back policy which ensures that surplus funds remaining at the conclusion of an activity are returned to the envelope for redistribution.
