The Standing Senate Committee on Legal and Constitutional Affairs met this day at 9:39 a.m., in room 2, Victoria Building, the Chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Campbell, Cowan, Day, Joyal, P.C., Milne, Nolin, Oliver, Stratton and Zimmer (10).

In attendance: Margaret Young and Philippe Le Goffe, Analysts, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 27, 2006, the committee continued its consideration of Bill C-2, providing for conflict of interest rules, restrictions on election financing and measures respecting administrative transparency, oversight and accountability. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 3.)

The Chair made an opening statement.

Dr. Keyserlingk made a statement and, with Mr. Martel and Mr. Bélanger, answered questions.

At 11:20 a.m., the committee suspended.

At 11:30 a.m., the committee resumed.

The Chair made a statement.

Ms. Barrados made a statement and, with Mr. Arseneault, answered questions.

At 1:05 p.m., the committee adjourned to the call of the Chair.
