The Standing Senate Committee on National Security and Defence met this day, at 4:02 p.m., in room 7, Victoria Building, the chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Kenny, Meighen, Mitchell, Nancy Ruth, Tkachuk and Zimmer (6).

Other senator present: The Honourable Senator Nolin (1).

In attendance: Shaila Anwar, Co-clerk of the Committee, Committees Directorate; Steven James, Melissa Radford and Jason Yung, Analysts, Parliamentary Information and Research Services, Library of Parliament; Barry Denofsky, National Security Advisor; Captain (N) John Gardam, DND Liaison Officer.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2007, the committee continued its study on the national security policy of Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

City of Ottawa:

John Ash, Manager, Office of Emergency Management;

Rick Larabie, Fire Chief, Ottawa Fire Services;

Sue O'Sullivan, Deputy Chief, Operations Support, Ottawa Police Service;

Anthony DiMonte, Chief, Ottawa Paramedic Service.

Public Safety and Emergency Preparedness Canada:

Scott Broughton, Senior Assistant Deputy Minister, Emergency Management and National Security;

Suki Wong, Director, Critical Infrastructure Policy.

Pursuant to rule 92(2)(e), the committee met in camera to consider its draft agenda.

It was agreed that one staff person from each member's office be permitted to remain in the room for the in camera portions of the meeting.

It was agreed that the clerks and analysts be authorized to arrange for the printing of the responses received to the committee's survey on emergency preparedness in Canadian cities.

At 4:32 p.m., the committee suspended.

At 4:36 p.m., the committee resumed in public, in room 2, Victoria Building.

The chair made an opening statement.

Mr. Ash made a statement and, together with Mr. DiMonte, Ms. O'Sullivan and Mr. Larabie, answered questions.

At 6:21 p.m., the committee suspended.

At6:33 p.m., the committee resumed.

The chair made a statement.

Mr. Broughton made a statement and, with Ms. Wong, answered questions.

At 7:51 p.m., the committee suspended.

At 7:54 p.m., pursuant to rule 92(2)(e), the committee resumed in camera, in room 7, Victoria Building to consider its draft agenda.

At 8:14 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on National Security and Defence met this day, at 4:11 p.m., in room 7, Victoria Building, the chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Banks, Day, Kenny, Meighen, Mitchell, Moore, Nancy Ruth, Tkachuk and Zimmer (9).

In attendance: Gaëtane Lemay, Co-clerk of the Committee, Committees Directorate; Steven James, Melissa Radford and Jason Yung, Analysts, Parliamentary Information and Research Services, Library of Parliament; Barry Denofsky, National Security Advisor; Captain (N) John Gardam, DND Liaison Officer.

Scott Hutton, Associate Executive Director, Broadcasting.

Public Safety and Emergency Preparedness Canada:

Serge Beaudoin, Director General, Preparedness and Recovery.

Industry Canada:

Chaouki Dakdouki, Director of Regulatory Planning and Policy.

Public Health Agency of Canada:

Dr. David Butler-Jones, Chief Public Health Officer;

Dr. Howard Njoo, Director General, Centre for Communicable Diseases and Infection Control.

Health Canada:

Carolina Giliberti, Assistant Deputy Minister;

Sonja Heikkila, Director General, Office of Emergency Preparedness.

Pursuant to rule 92(2)(e), the committee met in camera to consider its draft agenda.

It was agreed that one staff person from each member's office be permitted to remain in the room for the in camera portions of the meeting.

At 4:30 p.m., the committee suspended.

At 4:35 p.m., the committee resumed in public, in room 2, Victoria Building.

The chair made an opening statement.

Mr. Hutton and Mr. Beaudoin made opening statements.

At 4:53 p.m., the committee suspended.

At 5:27 p.m., the committee resumed in room 705, Victoria Building.

It was agreed that, due to technical difficulties, the first panel of witnesses be allowed to continue until 6:30 p.m. and that the second panel of witnesses be heard at 6:45 p.m.

Mr. Beaudoin and Mr. Dakdouki continued with their statements and, together with Mr. Hutton, answered questions.

At 6:45 p.m., the committee suspended.

At 6:50 p.m., the committee resumed.

The chair made a statement.

Dr. Butler-Jones and Ms. Giliberti each made a statement and, together with Dr. Njoo, answered questions.

At 8:25 p.m., the committee adjourned to the call of the chair.
