The Standing Senate Committee on National Finance met this day, at 9:15 a.m., in room 2, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Chaput, Day, De Bané, P.C., Di Nino, Eggleton, P.C., Gerstein, Mitchell, Nancy Ruth, Neufeld, Peterson, Ringuette and Rivard (12).

Other senators present: The Honourable Senators Banks, McCoy, Murray, P.C., and Stratton (4).

In attendance: Guy Beaumier and Jean-François Nadeau, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 5, 2009 the committee began its examination of Bill C-10, An Act to implement certain provisions of the budget tabled in Parliament on January 27, 2009 and related fiscal measures.

Gérard Lalonde, Director, Tax Legislation Division, Tax Policy Branch;

Alison McDermott, Senior Chief, Revenue and Expenditure Policy, Fiscal Policy Division.

Treasury Board of Canada Secretariat:

Hélène Laurendeau, Assistant Secretary, Labour Relations and Compensation Operations.

Mr. Flaherty made a presentation and, with Messrs. Menzies, Giroux and Lalonde and Mmes. O'Brien, Laurendeau and McDermott, answered questions.

At 10:20 a.m., the committee suspended.

At 10:24 a.m., the committee resumed.

The witnesses continued to answer questions.

At 11:34 a.m., the committee adjourned to the call of the chair.

Brigit Proulx, Legal Counsel, Legal Services;

The chair made an opening statement.

Ms. Laurendeau made a presentation and answered questions.

Ms. Downie made a presentation and, with Messrs. Fanaki, Dagenais and Saillant, answered questions.

Ms. Gravitis-Beck made a presentation and answered questions.

At 7:00 p.m., the committee suspended.

At 7:30 p.m., the committee resumed.

It was agreed that the following legislative budget application be approved for submission to the Standing Senate Committee on Internal Economy, Budgets and Administration:

The question being put on the motion, it was adopted.

The Honourable Senator Mitchell moved:

That the Standing Senate Committee on National Finance request from the Department of Finance the gender based analysis of Budget 2009, and that the response from the Department of Finance be made available to all committee members.

The question being put on the motion, it was adopted.

The chair made a statement.

Mr. Osbaldeston made a presentation and, with Ms. Proulx and Ms. Gravitis-Beck, answered questions.

At 8:10 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee continued its examination of the expenditures set out in the Main Estimates for the fiscal year ending March 31, 2010. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

The committee considered a draft report.

After debate, it was agreed that:

The draft report, as modified, be adopted;

That the steering committee be authorized to make editorial revisions without altering the intent of the text and to approve the final text; and

That the chair present the report at a future sitting of the Senate.

At 8:15 p.m., the committee adjourned to the call of the chair.
