The Standing Senate Committee on Banking, Trade and Commerce met this day at 10:31 a.m., in room 9, Victoria Building, the chair, the Honourable Irving Gerstein, presiding.
Members of the committee present: The Honourable Senators Black, Gerstein, Greene, Harb, Hervieux-Payette, P.C., Maltais, Massicotte, Moore, Nancy Ruth, Oliver and Smith (Saurel) (11).
In attendance: Adriane Yong and Brett Stuckey, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, April 17, 2013, the committee continued its examination of Bill S-17, An Act to implement conventions, protocols, agreements and a supplementary convention, concluded between Canada and Namibia, Serbia, Poland, Hong Kong, Luxembourg and Switzerland, for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes.

The chair made an opening statement.
Mr. Bigonesse made a statement and, together with Ms. Brodmann, answered questions.
At 11:36 a.m., the committee suspended.
At 11:38 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda.
It was agreed that senators' staff be allowed to stay in the room and that blackberries and cellular phones not be used.
It was moved that the chair be authorized to seek authority from the Senate for the following order of reference:
That the Standing Senate Committee on Banking, Trade and Commerce be authorized to examine and report on the ability of individuals to establish a registered disability savings plan (RDSP), with particular emphasis on legal representation and the ability of individuals to enter into a contract, and;
That the committee submit its final report to the Senate no later than June 30, 2013, and that the committee retain all powers necessary to publicize its findings until 180 days after the tabling of the final report.
The question being put on the motion, it was adopted.
At 11:48 a.m., the committee adjourned to the call of the chair.
