The Standing Committee on Internal Economy, Budgets and Administration met this day, at 8:32 a.m., the chair, the Honourable David Tkachuk, presiding.
Members of the committee present: The Honourable Senators Campbell, Carignan, Charette-Poulin, Comeau, Cordy, Downe, Doyle, Marshall, Munson, Smith (Saurel), Stewart Olsen, Stratton, Tardif and Tkachuk (14).
In attendance: Mr. Gary W. O'Brien, Clerk of the Senate and other senior Senate officials.

IE/2012-11-08/225(P) — Adoption of Minutes of Proceedings
It was moved, by Senator Doyle, that the Minutes of Proceedings of October 25, 2012, public portion, be adopted.
The question being put on the motion, it was — Resolved in the affirmative.
IE/2012-11-08/226(P) — Third Annual Report on Parliamentary Associations' Activities and Expenditures — 2011- 2012
Eric Janse, Clerk Assistant and Director General, International and Interparliamentary Affairs Directorate, tabled the Third Annual Report on Parliamentary Associations' Activities and Expenditures for 2011-2012.
Mr. Janse, Mr. LeBlanc and Mr. Lafrenière answered questions.
After discussion, it was agreed that the Third Annual Report on Parliamentary Associations' Activities and Expenditures for 2011-2012 be tabled in the Senate.
It was also agreed, that the following information be provided to the committee:
- Statistics on incoming association visits;
- Financial information regarding the IPU Conference; and
- Financial information regarding IIA administration costs.

The Subcommittee on the Review of Committee Budgets and International Travel of the Standing Committee on Internal Economy, Budgets and Administration has the honour to present its
TWENTY-FOURTH REPORT
Your subcommittee considered a request from the Honourable Senator Seth for approval to use the 64-points travel system to hold meetings in India during the week of November 11-17, 2012. Your subcommittee recommends that approval not be granted for the senator to use the 64-point system to cover costs, especially since no meetings have been confirmed.

The Chair informed the committee that due to the short notice of the application before the travel dates, Senator Comeau had presented this report to the Subcommittee on Agenda and Procedure (Steering Committee) on November 1, 2012.
The Steering Committee had concurred with the Twenty-fourth Report of the Subcommittee on the Review of Committee Budgets and International Travel to not approve the applications and Senator Seth was informed accordingly.
At 9:13 a.m., the committee proceeded in camera.
At 9:58 a.m., the committee adjourned to the call of the Chair.
