The Standing Senate Committee on Legal and Constitutional Affairs met at 10:33 a.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman presiding.

Members of the committee present: The Honourable Senators Angus, Baker, P.C., Boisvenu, Chaput, Dagenais, Dawson, Joyal, P.C., Unger, Rivard, Runciman and White (11).

In attendance: Robin MacKay and Erin Shaw, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 24, 2012, the committee began its consideration of Bill S-1003, An Act to authorize Industrial Alliance Pacific Insurance and Financial Services Inc. to apply to be continued as a body corporate under the laws of Quebec.

WITNESSES:

Industrial Alliance Pacific Insurance and Financial Services Inc.:

Azmina Karim-Bondy, Chief Legal Counsel.

The chair made an opening statement.

Ms. Karim-Bondy made a statement and answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-1003, An Act to authorize Industrial Alliance Pacific Insurance and Financial Services Inc. to apply to be continued as a body corporate under the laws of Quebec.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report this bill to the Senate.

At 10:59 a.m., the committee suspended.

At 11:05 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 4, 2011, the committee continued its study on the provisions and operation of the Act to amend the Criminal Code (production of records in sexual offence proceedings), S.C. 1997, c. 30. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3)

It was agreed that, pursuant to rule 92(2)(f), the committee continue in camera in order to consider a draft report.

It was agreed that senators' staff be permitted to remain in the room during the in camera portions of today's meeting; and

That the committee allow the transcription of the in camera portions of today's meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members and/or by the committee analysts, and that the transcript be destroyed by the clerk at the end of this parliamentary session.

DECLARATIONS OF PRIVATE INTERESTS

Pursuant to subsection 12(1) of the Conflict of Interest Code for Senators, a declaration of private interests was made as follows:
