The Standing Senate Committee on National Finance met this day, at 9:30 a.m., in room 9, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Bellemare, Black, Buth, Callbeck, Chaput, Day, De Bané, P.C., Gerstein, Hervieux-Payette, P.C., McInnis and Smith (Saurel) (11).

In attendance: Édison Roy-César and Sylvain Fleury, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 26, 2013, the committee continued its examination of the expenditures set out in the Supplementary Estimates (C) for the fiscal year ending March 31, 2013. (For complete text of the order of reference, see proceedings of the committee, Issue No. 33.)

WITNESSES:

Foreign Affairs and International Trade Canada:

Nadir Patel, Assistant Deputy Minister and Chief Financial Officer;

Robert Dufresne, Director General, Budgeting, Planning and Resource Management;

Renetta Siemens, Director General, Physical Resources Bureau.

Canadian International Development Agency (CIDA):

Sue Stimpson, Vice President and Chief Financial Officer;

Arun Thangaraj, Director General, Business Planning, Resources Management.

Human Resources and Skills Development Canada:

Alain Séguin, Chief Financial Officer;

Allen Sutherland, Assistant Deputy Minister, Learning Branch.

Mr. Patel made a statement and, together with Ms. Siemens and Mr. Dufresne, answered questions.

Ms. Stimpson made a statement and, together with Mr.Thangaraj, answered questions.

Mr. Séguin made a statement and, together with Mr. Sutherland, answered questions.

At 11:35 a.m., the committee adjourned to the call of the chair.
