The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:14 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin K. Ogilvie, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Cordy, Dyck, Eaton, Eggleton, P.C., Martin, Merchant, Munson, Ogilvie, Seidman, Seth and Verner, P.C. (12).

In attendance: Sandra Gruescu and Sonya Norris, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 4, 2012, the committee began its study on Bill C-44, An Act to amend the Amend the Canada Labour Code and the Employment Insurance Act and to make consequential amendments to the Income Tax Act and the Income Tax Regulations.

APPEARING:

The Honourable Diane Finley, P.C., M.P., Minister of Human Resources and Skills Development;

Honourable Lisa Raitt, P.C., M.P., Minister of Labour.

WITNESSES:

Human Resources and Skills Development Canada:

Mireille Laroche, Director General, Employment Insurance Policy;

Anthony Giles, Director General, Strategic Policy, Analysis and Workplace Information Directorate.

Office of the Federal Ombudsman for Victims of Crime:

Sue O'Sullivan, Federal Ombudsman.

Association of Familiees of Persons Assassinated or Disappeared:

Michel Surprenant, Chair, Board of Directors.

The chair made a statement.

Minister Raitt and Minister Finley each made a statement and, together with Ms. Laroche and Mr. Giles, answered questions.

At 5:07 p.m. the committee suspended.

At 5:11 p.m. the committee resumed.

Ms. O'Sullivan and Mr. Surprenant each made a statement and, together, answered questions.

At 5:50 p.m., the committee adjourned to the call of the chair.
