The Standing Senate Committee on National Finance met this day at 6:51 p.m., in room 9, Victoria Building, the chair, the Honourable Larry W. Smith, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Cools, Forest, Marshall, Mockler, Moncion, Neufeld, Pratte, Smith and Woo (10).
In attendance: Sylvain Fleury and Olivier Leblanc-Laurendeau, analysts, Parliamentary Information and Research Service, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, January 27, 2016, the committee continued its study on such issues as may arise from time to time relating to federal estimates generally, including the public accounts, reports of the Auditor General and government finance. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Andrew Gibson, Director, Expenditure Analysis;
Julie Van Audenrode, Analyst, Expenditure Management Sector.
Mr. Pagan, Mr. Gibson and Ms. Van Audenrode each made a statement and answered questions.
At 8 p.m., the committee suspended.
At 8:04 p.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft agenda (future business).
It was agreed that the senators' staff be permitted to remain in the room during the in camera portion of the meeting.
At 8:38 p.m., the committee suspended.
At 8:39 p.m., the committee resumed in public.
Pursuant to the order of reference adopted by the Senate on Tuesday, February 23, 2016, the committee continued its study on the federal government's multi-billion dollar infrastructure funding program. (For complete text of the order of reference, see proceedings of the committee, Issue No. 7.)
It was agreed that the following budget application for consultation services in support of the special study on infrastructure, for the fiscal year ending March 31, 2018, be approved, for submission to the Standing Committee on Internal Economy, Budgets and Administration.
