THE STANDING SENATE COMMITTEE ON NATIONAL FINANCE

The Standing Senate Committee on National Finance met this day at 6:49 p.m., in room W110, 1 Wellington St., the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Clement, Dalphond, Forest, Gignac, Kingston, Loffreda, MacAdam, Marshall, Mockler, Pate, Ross and Smith (12).

Participating in the meeting: Shaowei Pu and Michaël Lambert-Racine, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 18, 2023, the committee continued its examination of Bill S-233, An Act to develop a national framework for a guaranteed livable basic income.

The Honourable Senator Pate moved that notwithstanding the motion adopted yesterday, the committee defer clause-by-clause consideration of Bill S-233 so that it can exercise its due diligence and hear from other witnesses.

The question being put on the motion, it was adopted.

The Honourable Art Eggleton and Marianne Alto each made a statement and answered questions.

At 8:14 p.m., the committee suspended.

At 8:20 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 7, 2023, the committee continued its examination of expenditures set out in the Main Estimates for the fiscal year ending March 31, 2024.

It was agreed that each committee member be allowed to have one staff member present during the in camera portion of the meeting.

It was agreed that the draft report, as amended, be adopted and that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting’s discussions, and with any necessary editorial, grammatical and translation changes required.

It was agreed that the chair be authorized to table the report in the Senate at the earliest opportunity.

At 8:52 p.m., the committee adjourned to the call of the chair.
