The Standing Senate Committee on National Finance met this day at 3 p.m., in room W120, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Forest, Galvez, Hébert, Kingston, MacAdam, Marshall and Ross (9).

Other senators present: The Honourable Senator Pupatello (1).

Participating in the meeting: Sylvain Fleury and Michaël Lambert-Racine, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 26, 2025, the committee continued its consideration of the subject matter of all of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025.

WITNESSES:

Ben Chalmers, Senior Vice-President;

Photinie Koutsavlis, Vice-President, Economic Affairs and Climate Change.

Chartered Professional Accountants of Ontario:

Joe Waterman, Executive Vice-President, Chief Communications Officer (by videoconference).

Public Service Alliance of Canada:

Sharon DeSousa, National President.

Canadian Chamber of Commerce:

Bryan N. Detchou, Senior Director, Natural Resources, Environment and Sustainability;

Alex Greco, Senior Director, Manufacturing and Value Chains.

Canadian Union of Public Employees:

Angella MacEwen, Director of Research.

Photinie Koutsavlis and Joe Waterman each made a statement and, together with Ben Chalmers, answered questions.

At 4:01 p.m., the committee suspended.

At 4:07 p.m., the committee resumed.

At 4:09 p.m., the committee suspended.

At 4:12 p.m., the committee resumed.

Sharon DeSousa, Bryan Detchou, Alex Greco and Angella MacEwen each made a statement and answered questions.

At 5:04 p.m., the committee adjourned to the call of the chair.
