The Standing Senate Committee on National Finance met at 6:10 p.m. this day, in Room 356-S, the Chairman, the Honourable Senator Tkachuk, presiding.

Members of the Committee present: The Honourable Senators Tkachuk, Bolduc, Cools, De Bané, Kelly, Landry, Lavoie-Roux, Mercier and Stratton (9).

In attendance: from the Library of Parliament, Research Branch: Guy Beaumier.

The Chair spoke to members of the very grave health situation confronting the Director of Research, Dr. E.J.D. Ketchum. He informed them of Dr. Ketchum's inability to continue with the Committee and all members expressed their surprise and regret at this unexpected turn of events. Each wished the Chair to convey to Dr. Ketchum their best wishes.

Jim Lahey, Assistant Deputy Minister, Strategic Policy.

From the Department of Finance:

Andrew Treusch, Director, Federal-Provincial Relations Division, Federal-Provincial Relations and Social Policy Branch.

Pursuant to its Orders of Reference adopted by the Senate on Thursday, February 28, 1995, the Committee returned to the examination of Main Estimates 1995-96 (Consideration of the Canada Health and Social Transfer (CHST)), by order of reference adopted by the Senate on Wednesday, June 12, 1996.

Mr. Cappe made opening remarks following which he, and Messrs Treusch and Lahey, answered questions.

At 7:45: p.m., the Committee adjourned to the call of the Chair.
