The Standing Senate Committee on Banking, Trade and Commerce met this day at 11:05 a.m. in Room 505, Victoria Building, the Chairman, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Angus, Austin, P.C., Hervieux-Payette, P.C., Kelleher, P.C., Kenny, Kirby, Kolber, Oliver, Stewart and Tkachuk (10).

In attendance: From the Parliamentary Research Branch, Library of Parliament, Mr. Gerry Goldstein, Director, Economics Division and Ms Margaret Smith, Research Officer, Law and Government Division.

Also present: The official reporters of the Senate.

WITNESSES:

From the Power Workers Union:

Mr. Peter Kelly, Executive Vice-President.

From the Canadian Teachers Federation:

Ms Jan Eastman, President;

Mr. John Staple, Director, Economic Services; and

Mr. Tom Ulrich, Assistant General Secretary, Manitoba Teachers' Society.

From the Ontario Teachers Pension Plan Board:

Mr. Claude Lamoureux, President and Chief Executive Officer.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 22, 1997, the committee resumed its examination into the state of the financial system in Canada and in particular its study of institutional investors. (See Issue No. 1, October 23, 1997, for the full text of the Order of Reference.)

Mr. Kelly made an opening statement and then answered questions.

Ms Eastman made an opening statement and then, along with Messrs Staple and Ulrich, answered questions.

Mr. Lamoureux made an opening statement and then answered questions.

At 2:00 p.m. the committee adjourned to the call of the Chair.

Mr. Deleeh Paul, Head of the Ottawa Chapter.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 22, 1997, the committee resumed its examination into the state of the financial system in Canada and in particular its study of institutional investors. (See Issue No. 1, October 23, 1997, for the full text of the Order of Reference. )

Ms Hendricks made an opening statement and then, together with Mr. Paul, answered questions.

It was agreed -- That this committee concur in the following budget application for the purpose of its consideration of its study of the financial system in Canada, and that the Chairman submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:
