The Standing Senate Committee on Banking, Trade and Commerce met this day, at 12:00 noon in room 505, Victoria Building, the Deputy Chairman, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Bryden, Carstairs, Kelleher, P.C., Kenny, Kirby, Kolber, Meighen, Oliver, Stewart and Tkachuk (10).

Other senators present: The Honourable Senators Lawson, Phillips, Simard and Stratton.

In attendance: From the Parliamentary Research Branch, Library of Parliament, Ms June Dewetering, Researcher, Economics Division.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 16, 1998, the committee proceeded to study Bill C-47, An Act to amend the Parliament of Canada Act, the Members of Parliament Retiring Allowances Act and the Salaries Act.

The Honourable Don Boudria made an opening statement and together with officials, answered questions.

It was agreed, -- That Bill C-47 be adopted and reported to the Senate without amendment.

At 1:25 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 22, 1997, the ommittee resumed its examination into the state of the financial system in Canada and in particular its study of institutional investors. (See Issue No. 1, October 23, 1997, for the full text of the Order of Reference. )

Mr. Palmer made an opening statement and then together with Mr. Bergeron answered questions.

Messrs Peter Sagar and Serge Croteau made opening statements and then, along with other officials, answered questions.

It was moved by the Honourable Senator Tkachuk, seconded by the Honourable Senator Angus -- That the Standing Senate Committee on Banking, Trade and Commerce urge the Senate to immediately adopt motion No. 73 on the Order Paper since June 8, 1998 and standing in the name of the Honourable Senator Carstairs which reads as follows:

June 8, 1998 -- Resuming debate on the motion of the Honourable Senator Tkachuk, seconded by the Honourable Senator Cohen:

That, within 90 days of the adoption of this motion, the Leader of the Government shall provide the Senate with the response of the Government to the Eleventh Report of the Standing Senate Committee on Banking, Trade and Commerce entitled: "The Canada Pension Plan Investment Board: Getting it Right," tabled in the Senate on March 31, 1998.--(Honourable Senator Carstairs).

At 1:36 p.m., the committee adjourned to the call of the Chair.
