The Standing Senate Committee on Banking, Trade and Commerce met this day at 5:00 p.m. in Room 505, Victoria Building, the Chairman, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Angus, Callbeck, De Bané, P.C., Hervieux-Payette, P.C, Kelleher, P.C., Kenny, Kirby, Kolber, Kroft, Meighen, Oliver and Tkachuk (12).

Other senators present: The Honourable Senators Prud'homme, P.C., Stratton and Taylor (3).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Ms June Dewetering, Research Officer, Economics Division.

Also present: The official reporters of the Senate.

APPEARING:

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 17, 1999, the committee proceeded to study Bill C-78, An Act to establish the Public Sector Pension Investment Board, to amend the Public Service Superannuation Act, the Canadian Forces Superannuation Act, the Royal Canadian Mounted Police Superannuation Act, the Defence Services Pension Continuatinuation Act, the Royal Canadian Mounted Police Pension Continuation Act, the Members of Parliament Retiring Allowances Act and the Canada Post Corporation Act and to make a consequential amendment to another Act.

The Honourable Lucienne Robillard made an opening statement and together with officials, answered questions.

Mr. Bell made an opening statement and then answered questions.

At 7:45 p.m., the committee adjourned to the call of the Chair.

Mr. Delisle made an opening statement and then answered questions.

Mr. Guy made an opening statement and then, along with Messrs. Soulière and Patterson, answered questions.

Mr. Halayko made an opening statement and then, along with Ms Campbell, answered questions.

Dr. Fitzpatrick made an opening statement.

It was moved by Senator Kenny, -- That Bill C-78 be adopted and reported to the Senate without amendment but with observations. It was agreed on the following division:

YEAS: The Honourable Senators Callbeck, De Bané, Hervieux-Payette, Kenny, Kolber and Kroft (6).

NAYS: The Honourable Senators Angus, Buchanan, Kelleher, Stratton and Tkachuk (5).

ABSTENTION: The Honourable Senator Kirby (1).

It was agreed, -- That the preparation of observations would be delegated to the Chair and Vice-Chair.

It was agreed, -- That if the Chair and Vice-Chair were unable to agree on the wording of the observations, then both versions of the observations would be reported to the Senate.

At 12:15 p.m., the committee adjourned to the call of the Chair.
