The Standing Senate Committee on Energy, the Environment and Natural Resources met at 9:10 a.m. this day, the Chairman, the Honourable Ronald D. Ghitter, presiding.
Members of the committee present: The Honourable Senators Buchanan, Butts, DeWare, Ghitter, Hays, Kenny and Taylor (7).
Other senator present: The Honourable Senator Andreychuk (1).
In attendance: Lynne Myers, from the Library of Parliament.
Also in attendance: The Official Reporters of the Senate.
WITNESSES:

Marcel Beaudry, Chairman.
From the City of Ottawa:
Stéphane Émard-Chabot, Municipal Councillor, Ward Bruyère-Strathcona;
Richard Cannings, Municipal Councillor, Ward Rideau.
From the Famous 5 Foundation:
Frances Wright, President and CEO;
Lynn Webster, Director of the Famous 5 Foundation and Co-Chair of the Monument Committee;
The Honourable Colin Kenny, Senator;
The Honourable Raynell Andreychuk, Senator.
The committee, in compliance with its Order of Reference dated Tuesday, November 25, 1997 proceeded to examine Bill S-6, An Act to establish a National Historic Park to commemorate the "Persons Case". (See Proceedings of the committee dated December 9, 1997)
Mr. Beaudry and Mr. Émard-Chabot answered questions.
Mr. Cannings made a statement and answered questions.
Ms Wright and Ms. Webster each made a statement and answered questions.
The Honourable Senators Andreychuk and Kenny each made a statement and answered questions.
At 11:30 a.m., the committee sits in camera.
It was moved by the Honourable Senator Taylor -- That the committee wrap-up its study on Bill S-6 by hearing from only two more panels, one on each side of the argument.
The question being put on the motion, it was resolved in the affirmative.
At 11:50 a.m., the committee adjourned to the call of the Chair.

In attendance: Lynne Myers, from the Library of Parliament.
The committee proceeded to consider future business.
It was moved by the Honourable Senator Hays -- That the Supplementary Budget in the amount of $ 22,285 be adopted and presented to the Internal Economy Committee.
The question being put on the motion, it was Resolved in the affirmative.
It was agreed -- That the Honourable Senators Cochrane, Ghitter, Kenny, Spivak and possibly one other to be determined later as well as Ms Lynn Myers participate to the Globe '98 Conference in Vancouver on March 18-20, 1998, and that their expenses be reimbursed by the committee.
It was agreed -- That the Honourable Senators Buchanan and Butts participate to the CERI's Eastern Canadian Natural Gas Conference in Halifax, N.S. on April 20-21, 1998, and that their expenses be reimbursed by the committee..
It was agreed -- That a letter be drafted and addressed to the Chairman of the Environment Committee of the House of Commons to explore the possibility of creating a Joint Task Force on the preparedness of Provinces to deal with new powers they have assumed as a result of the recent Harmonization Accord.
It was agreed -- That the committee invites Officials of the Department of Environment for an update on the Kyoto agreement; -- That time be sent aside possibly at the end of April to review progress on former Bill S-7, The alternative Fuel Act; -- That the committee invites Officials from TCPL, Nova and Alliance for briefings prior to its Fact-finding mission to Washington, D.C.
It was agreed -- That the committee travels to Washington, D.C. in the Spring on the Fact-finding mission.
At 1:15 p.m., the committee adjourned to the call of the Chair.
