The Standing Senate Committee on Energy, the Environment and Natural Resources met at 9:10 a.m. this day, the Chairman, the Honourable Ronald D. Ghitter, presiding.
Members of the committee presents: The Honourable Senators Adams, Buchanan, P.C., Butts, Cochrane, Fairbairn, P.C., Fitzpatrick, Ghitter, Gustafson, Hays, Kenny, Kroft and Spivak (12).
In attendance: Jean-Luc Bourdage and Lynne Myers from the Library of Parliament.
Also in attendance: The official reporters of the Senate.

The committee, in compliance with its Order of Reference dated Wednesday, June 17, 1998 proceeded to examine Bill C-38, An Act to amend the National Parks Act (creation of Tuktut Nogait National Park) (See Proceedings of the Committee dated October 20, 1998, 9:00 a.m. for full text of Order of Reference).
Mr. Kusugak made an opening statement and answered questions.
At 10:00 a.m., the committee took a five minutes recess.
The Hon. Andy Mitchell made a statement and answered questions.
It was moved by the Honourable Senator Adams -- That the committee postpone further consideration of Bill C-38 until further notice from the committee.

The question being put on the motion, it was, by a show of hands, defeated: yeas: 5; nays: 7.
It was moved by the Honourable Senator Butts -- That the committee proceed to clause-by-clause study of Bill C-38.
After debate,
The question being put on the motion, it was, by a show of hands, resolved in the affirmative: yeas: 7; nays: 5.
The question being put on, to carry Clause 1 and the Title, unamended, it was resolved in the affirmative: yeas:7; nays: 5.
It was moved by the Honourable Senator Butts -- That Bill C-38, An Act to amend the National Parks Act (creation of Tuktut Nogait National Park), be adopted without amendment and reported to the Senate as the sixth report of the committee.
The question being put on the motion, it was, by a show of hands, resolved in the affirmative: yeas: 7; nays: 5.
At 11:50 a.m., the committee adjourned to the call of the Chair.
