The Standing Senate Committee on Energy, the Environment and Natural Resources met in camera at 1:09 p.m., this day, in Room 356-S, Centre Block, the Chair, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Adams, Fitzpatrick, Ghitter, Hays and Taylor (5).

In attendance: From the Research Branch of the Library of Parliament, Lynne C. Myers, Research Officer.

The committee proceeded to consider future business.

The Honourable Senator Hays moved that the draft budget application be adopted excluding the travel related to nuclear energy safety; and, that the exclusion be notified to the Standing Committee on Internal Economy, Budgets and Administration for its information as a future task.

After debate, the question being put on the motion, it was carried.

It was agreed that the Chair be authorized to adjust the budget application in consultation with the Standing Committee on Internal Economy, Budgets and Administration.

At 1:36. p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met at 9:05 a.m., this day, in Room 356-S, Centre Block, the Chair, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Adams, Cochrane, Ghitter, Gustafson, Kenny and Taylor (6).

Other senators present: The Honourable Senator Wilson (1).

In attendance: From the Research Branch of the Libraryof Parliament, Lynne C. Myers, Research Officer.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From Natural Resources Canada:

David Oulton, Head, Climate Change Secretariat;

Mark Ziegler, Senior Policy Advisor.

From the Campaign for Nuclear Phaseout:

Kristin Ostling, National Coordinator.

From Energy Probe:

Norman Rubin, Director, Nuclear Research, and Senior Policy Analyst.

The committee, in compliance with its Order of Reference dated October 23, 1977, in accordance with Rule 86(1)(p), proceeded to examine such issues as may arise from time to time relating to energy, the environment and natural resources generally in Canada (see Proceedings of the Committee, Issue No. 1, dated November 5, 1997, for full text of Order of Reference).

Mr. Oulton made an opening statement and answered qeustions from members of the committee.

At 10:12 a.m., the committee suspended its sitting.

At 10:21 a.m., the committee resumed its sitting.

Ms Ostling and Mr. Rubin each made a statement and answered questions from members of the committee.

At 11:48 a.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Adams, Ghitter, Gustafson, Hays, Johnstone, Kroft, Spivak and Taylor (8).

WITNESS:

The Very Reverend Lois Wilson, Senator.
