The Standing Senate Committee on Energy, the Environment and Natural Resources met at 8:38 a.m. this day, in Room 505, Victoria Building, the Chair, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Adams, Buchanan, P.C., Cochrane, Fitzpatrick, Ghitter, Hays, Kroft, Spivak and Taylor (9).

Other senator present: The Honourable Senator Wilson (1).

In attendance: From the Research Branch of the Library of Parliament: Lynne C. Myers and Monique Hébert, Research Officers.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Office of the Canadian Environmental Protection Act, Department of the Environment:

Harvey Lerer, Director General;

Karen Lloyd, Manager;

Steve Mongrain, Representative;

Duncan Cameron, Legal Counsel, Justice Department.

The committee, in compliance with its Order of Reference dated Tuesday, June 8, 1999, began its examination of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development.

The witnesses made a statement and answered questions.

The witnesses tabled a document entitled «The New Canadian Environmental Protection Act» with the Clerk of the Committee filed as Exhibit No. 5900 E1/C-32, 19 "1".

At 11:26.a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met at 9:08 a.m. this day, in Room 705, Victoria Building, the Chair, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Adams, Buchanan, P.C., Chalifoux, Cochrane, Fitzpatrick, Ghitter, Hays, Kenny, Kroft, Spivak and Taylor (11).

Other senators present: The Honourable Senators Stewart and Wilson (2).

In attendance: From the Research Branch of the Library of Parliament: Lynne C. Myers and Monique Hébert, Research Officers.

WITNESSES:

From the Office of the Canadian Environmental Protection Act, Department of the Environment:

Harvey Lerer, Director General;

Karen Lloyd, Manager;

Steve Mongrain, Representative;

Duncan Cameron, Legal Counsel, Justice Department.

The committee, in compliance with its Order of Reference dated Tuesday, June 8, 1999, continued its examination of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development.

The witnesses made a statement and answered questions.

The witnesses tabled the following documents with the Clerk of the Committee: (1) "Key Amendments to Bill C-32: Wording Before and After Report Stage in the House of Commons", filed as Exhibit No. 5900 E1/C-32, 19 "2"; and (2) "Draft Protocol to the Convention on Long-Range Transboundary Air Pollution on Persistent Organic Pollutants", filed as Exhibit No. 5900 E1/C-32, 19 "3".

The Chair tabled a document entitled, "Possible Federal Action under Equivalency Agreements" with the Clerk of the Committee, filed as Exhibit No. 5900 E1/C-32, 19 "4".

At 11:14 a.m., the sitting was suspended.

At 11:17 a.m., the committee proceeded to meet in camera to consider future business.

It was agreed that the committee meet during one week in July and one week in August in Ottawa.

At 12:29 p.m., the committee adjourned to the call of the Chair.
