The Standing Senate Committee on Fisheries met this day, in camera, at 5:32 p.m. in Room 256-S, Centre Block, the Chairman, the Honourable Gerald J. Comeau, presiding.

Members of the committee present: The Honourable Senators Butts, Comeau, Mahovlich, Robertson, Robichaud, P.C. (Saint-Louis-de-Kent) and Stewart (6).

In attendance: From the Research Branch of the Library of Parliament: Claude Emery, Research Officer.

Pursuant to the Order of Reference adopted by the Senate on April 27, 1999, the committee began its examination of Bill C-27, An Act to amend the Coastal Fisheries Protection Act and the Canada Shipping Act to enable Canada to implement the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks and other international fisheries treaties or arrangements.

The committee proceeded to consider future business.

It was agreed -- That the committee would invite the following witnesses: Departmental officials on May 6, 1999; Professor Donald Barry, Mr. J. Alan Beesley and Mr. Clyde Sanger on May 11, 1999.

The committee also agreed to consider Bill C-27 clause-by-clause on May 13, 1999.

It was agreed -- That the committee would seek authority from the Senate to sit while the Senate is sitting on Tuesday, May 13, 1999.

It was agreed -- That the committee would ask for emergency funds to cover the costs of a videoconference with Mr. Beesley at an estimated cost of $2,700, plus tax.

It was agreed -- That the committee would seek authority from the Senate to televise its hearings.

It was agreed -- That the committee would hold future meetings with the minister to discuss his reaction to the ITQ report of December 1998 as well as departmental Estimates and with departmental officials on the Estimates.

It was also agreed -- That the committee would invite the Auditor General and his officials as part of the study of the Estimates.

The committee also discussed the possibility of future meetings on lobster licences and on lighthouses.

At 6:32 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Fisheries met this day at 8:45 a.m. in Room 505, Victoria Building, the Chairman, the Honourable Gerald J. Comeau, presiding.

Members of the committee present: The Honourable Senators Adams, Butts, Comeau, Mahovlich, Perrault, P.C., Robichaud, P.C. (Saint-Louis-de-Kent) and Stewart (7).

In attendance: From the Research Branch of the Library of Parliament: Claude Emery, Research Officer.

Also in attendance: The official reporters of the Senate.

Mr. Earl Wiseman, Director General, International Affairs Directorate, Fisheries Management;

Ms Nadia Bouffard, Senior Advisor, Legal Issues and Canada-France, International Affairs Directorate, Fisheries Management.

From the Department of Foreign Affairs and International Trade:

Mr. Howard Strauss, Director, Environmental and Economic Law Division.

Pursuant to the Order of Reference adopted by the Senate on April 27, 1999, the committee continued its examination of Bill C-27, An Act to amend the Coastal Fisheries Protection Act and the Canada Shipping Act to enable Canada to implement the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks and other international fisheries treaties or arrangements.

The Chair made an opening statement and introduced the members of the committee attending the meeting.

Mr. Wiseman made a statement and, together with Ms Bouffard and Mr. Strauss, answered questions

At 10:15 a.m., the committee adjourned to the call of the Chair.
