The Standing Senate Committee on Fisheries met this day at 8:40 a.m. in Room 505, Victoria Building, the Chairman, the Honourable Gerald J. Comeau, presiding.

Members of the committee present: The Honourable Senators Adams, Comeau, Cook, Mahovlich, Meighen, Perrault, P.C., Robichaud, P.C. (Saint-Louis-de-Kent) and Stewart. (8)

In attendance: Mr. Mark Audcent, Law Clerk and Parliamentary Counsel. From the Research Branch of the Library of Parliament: Claude Emery, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on April 27, 1999, the committee continued its examination of Bill C-27, An Act to amend the Coastal Fisheries Protection Act and the Canada Shipping Act to enable Canada to implement the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks and other international fisheries treaties or arrangements. Mr. Wiseman, Ms Bouffard and Mr. Strauss answered questions.

At 9:20 a.m., the committee suspended its sitting.

At 9:52 a.m., the committee resumed its sitting.

At 9:55 a.m., the committee suspended its sitting.

At 10:25 a.m., the committee resumed its sitting.

At 10:27 a.m., the committee suspended its sitting.

At 10:41 a.m., the committee resumed its sitting in Room 160-S.

Mr. Audcent made a statement and responded to questions.

At 10:55 a.m., the committee suspended its sitting.

At 11:15 a.m., the committee resumed its sitting.

It was moved by Senator Perrault and seconded by Senator Stewart -- That the committee make an observation in its report that the Law Clerk and Parliamentary Counsel correct a printing error in the parchment by adding the following words to the English version of the bill, on page 6, in clause 4, after the last word on line 18: "pursuit that began while the vessel was in Canadian fisheries waters.". The question being put on the motion, it was adopted. (3)

It was moved by Senator Stewart, seconded by Senator Meighen -- That clauses 1 to 17 be adopted without amendment. The question being put on the motion, it was adopted. (3)

It was moved by Senator Stewart, seconded by Senator Cook -- That the title be adopted. The question being put on the motion, it was adopted. (3)

At 11:29 a.m., the committee adjourned to the call of the Chair.
