The Standing Senate Committee on Foreign Affairs met this day at 4:00 p.m. in Room 160-S of the Centre Block, the Chairman, the Honourable John B. Stewart, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, Corbin, De Bané, P.C., Doody, Grafstein, Stewart and Stollery (8).

Other senators present: The Honourable Senators Roche and Wilson (2)

In attendance: From the Research Branch of the Library of Parliament: Mr. Daniel Dupras, Economics Division.

From the Department of Foreign Affairs and International Trade:

Paul Meyer, Director General, International Security Bureau;

Paul J. Connors, Deputy Director, Nuclear, Non-Proliferation and Disarmament Implementation Agency;

Ranjan Banerjee, Desk Officer, Nuclear, Non-Proliferation and Disarmament Implementation Agency;

Ross E. Glasgow, Director, Nuclear, Non-Proliferation and Disarmament Implementation Agency.

From the Department of Natural Resources:

Pursuant to its Order of Reference dated October 28, 1998, the committee resumed debate on Bill C-52, An Act to implement the Comprehensive Nuclear Test-Ban Treaty.

Mr. Meyer made a presentation and along with the witnesses, answered questions from committee members.

The committee undertook a clause-by-clause study of the bill.

Agreed -- That adoption of the title and short title of the bill be reported.

Agreed -- That clauses 2 through 27.1 (1) of the bill be adopted.

Senator Corbin moved -- That clause 27.1 (2) of the bill be amended as follows:

1. Page 13, clause 27.1: replace lines 5 to 8 with the following:

"Tabling of report

(2) the Minister of Foreign Affairs shall cause a copy of the report to be laid before each House of Parliament on any of the first fifteen days on which that House is sitting after the Minister receives the report."

Agreed -- That clause 27.1 (2) as amended be adopted.

Agreed -- That clauses 28 and 29 of the bill be adopted.

Agreed -- That the Schedule be adopted.

Agreed -- That the Short Title be adopted.

Agreed -- That the Title be adopted.

Agreed -- That Bill C-52 to be adopted with one amendment.

Agreed -- That the Chair of the committee report Bill C-52 to the Senate with one amendment.

At 5:30 p.m., the committee adjourned to the call of the Chair.
