The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 2:10 p.m., the Chair, the Honourable Senator Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Bryden, Gigantès, Joyal, Lewis, Milne, Moore, and Nolin (8).

In attendance: Mary Hurley, Research Officer, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 22, 1997, the committee continued its consideration of Bill C-220, An Act to amend the Criminal Code and the Copyright Act (profit from authorship respecting a crime). (See Issue No.1, Wednesday, October 29, 1997, for full text of Order of Reference.)

WITNESSES:

Mr. Clayton Ruby, Lawyer.

Ms Kim Pate, National Director, Canadian Association of Elizabeth Fry Societies.

Mr. Tom Wappel, M.P., Sponsor of the bill.

The Chair made an opening statement.

It was agreed -- That the committee hear Kim Pate, National Director of the Canadian Association of Elizabeth Fry Societies, as a witness.

Mr. Clayton Ruby made a statement.

Ms Kim Pate made a statement.

Mr. Ruby answered questions.

At 3:00 p.m., the committee proceeded to the consideration of a draft budget.

The Clerk explained the budget.

After questions and debate, the Honourable Senator Moore moved -- That the following budget be submitted to International Economy for approval.

The question being put on the motion, it was agreed.

The committee proceeded to consider future business of the committee.

At 3:07 p.m., the committee suspended.

At 3:14 p.m., the committee resumed.

Mr. Tom Wappel made a statement and answered questions.

Mr. Wappel presented to the committee some amendments for consideration.

At 4:50 p.m., the committee adjourned to the call of the Chair.
