The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 11:00 a.m., the Chairman, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Bolduc, Buchanan, P.C., Corbin, Doody, Gigantès, Grafstein, Joyal, P.C., Kinsella, Lavoie-Roux, Lewis, Lynch-Staunton, Milne, Moore and Nolin (14).

Other senator present: The Honourable Senator Eric A. Berntson (1).

In attendance: Nancy Holmes, Research Officer, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 16, 1998, the committee commenced its consideration in accordance with Section 54 of the Access to Information Act, Chapter A-1, R.S.C. 1985, that the Senate approve the appointment of the Honourable John M. Reid, P.C., as Information Commissioner.

WITNESS:

The Honourable John M. Reid, P.C.

The Chairman made an opening statement and gave tribute to the Honourable Senator Gigantès upon his retirement.

The Honourable Senator Gigantès made a statement.

The Honourable John M. Reid, P.C., made a statement and answered questions.

It was moved by the Honourable Senator Moore, -- That the committee report to the Senate with the recommendation that the Senate approve the appointment of the Honourable John M. Reid, P.C., as Information Commissioner.

After debate, the question being put on the motion, it was agreed.

At 11:55 a.m., the committee adjourned to the call of the Chair.
