The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 3:35 p.m., the Chair, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Buchanan, P.C., Fraser, Grafstein, Joyal, P.C., Kinsella, Lynch-Staunton, Milne, Moore, Nolin, and Pépin (13).

In attendance: Marilyn Pilon, Research Officer, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 22, 1998, the committee commenced its consideration of Bill C-3, An Act respecting DNA identification and to make consequential amendments to the Criminal Code and other Acts.

APPEARING:

Mr. Jacques Saada, M.P., Parliamentary Secretary to the Solicitor General of Canada.

WITNESSES:

From the Department of the Solicitor General of Canada:

Ms Yvette Aloisi, Director General, Police and Law Enforcement Directorate;

Mr. Paul DuBrule, Director, Legislative Services.

From the Department of Justice:

Mr. Michael Zigayer, Senior Counsel, Criminal Law Policy Section.

The Chair made an opening statement.

Senator Joyal raised a point of order concerning the wish of the committee to have the minister appear before the committee.

Mr. Jacques Saada made a statement and, together with Ms Yvette Aloisi, Mr. Paul DuBrule, and Mr. Michael Zigayer, answered questions.

At 5:54 p.m., the committee adjourned to the call of the Chair.

Dr. Ron Fourney, Research Scientist, DNA Methods and Data Bank;

Mr. Barry Gaudette, Chief Scientist.

From the Department of Justice:

Mr. Michael Zigayer, Senior Counsel, Criminal Law Policy Section.

The Chair made an opening statement.

Mr. Barry Gaudette made a statement.

Dr. Ron Fourney made a statement, gave a slide presentation, and, together with Mr. Barry Gaudette and Mr. Michael Zigayer, answered questions.

At 9:32 p.m., the committee adjourned to the call of the Chair.
