The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 3:45 p.m., the Honourable Lorna Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Bryden, Buchanan, P.C, Joyal, P.C., Milne, Moore, Nolin, Pearson and Pépin (9).

Other senator present: The Honourable Senator Adams (1).

In attendance: Gérald Lafrenière, Mary Hurley and Nancy Holmes, Research Officers, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, December 3, 1998, the committee commenced its consideration of Bill C-51, An Act to amend the Criminal Code, the Controlled Drugs and Substances Act and the Corrections and Conditional Release Act.

The Chairman made an opening statement.

The Honourable Anne McLellan made a statement and, together with Yvan Roy, answered questions.

At 4:58 p.m., pursuant to the Order of Reference adopted by the Senate on Thursday, December 10, 1998, the committee continued its consideration of Bill C-57, An Act to amend the Nunavut Act with respect to the Nunavut Court of Justice and to amend other Acts in consequence. (For full text of Order of Reference, please see Issue No.52, Thursday, February 4, 1999.)
