The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 2:42 p.m., the Honourable Lorna Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Bryden, Fraser, Milne, Moore, Pearson and Pépin (7).

Other senators present: The Honourable Senator Wilson (1).

In attendance: Gérald Lafrenière and Nancy Holmes, Research Officers, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, December 3, 1998, the committee continued its consideration of Bill C-51, to amend the Criminal Code, the Controlled Drugs and Substances Act and the Corrections and Conditional Release Act. (For full text of Order of Reference, please see Issue No. 52, Wednesday, February 4, 1999.)

WITNESSES:

From the Quebec Urban Community (CUQ):

Mr. Ralph Mercier, Mayor of Charlesbourg, Past President of CUQ.

From the St-Laurence Economic Development Council (SODES):

Mr. Marc Gagnon, General Director.

From the United Church of Canada:

Dr. Bonnie Greene, Director of church and Society.

The Chair made an opening statement and presented to the committee a certificate of commendation issued by the Writers' Union of Canada for the work of the committee concerning Bill C-220.

Mr. Ralph Mercier and Mr. Marc Gagnon each made and statement and answered questions.

Dr. Bonnie Greene made a statement and answered questions.

At 4:15 p.m., the committee adjourned to the call of the Chair.
