The Standing Senate Committee on Social Affairs, Science and Technology has the honour to present its

SIXTH REPORT

Your committee, which was authorized to examine and report upon all matters relating to the future of the Canadian War Museum, including, but not restricted to, its structure, budget, name and independence, has, in obedience to its Order of Reference of November 25, 1997, proceeded to that inquiry and now tables its Subcommittee on Veterans Affairs' interim report entitled Guarding History.

The Standing Senate Committee on Social Affairs, Science and Technology has the honour to present its

SEVENTH REPORT

Your committee, to which was referred Bill S-13, An Act to incorporate and to establish an industry levy to provide for the Canadian Tobacco Industry Community Responsibility Foundation, has, in obedience to the Order of Reference of Thursday, April 2, 1998, examined the said Bill and now reports the same with the following amendments and comments:

1. Page 1, Clause 2: Replace line 14 in the French version with the following:

"cants des produits du tabac. Y est assimilé son succes-".

2. Page 5, Clause 11: Replace line 27 with the following:

"tives of health groups and such other".

3. Pages 9 and 10, Clause 25:

(a) on page 9, replace lines 41 and 42 with the following:

"remuneration of directors and officers of the Foundation and "; and

(b) on page 10, replace line 27 with the following:

"two thirds of the members entitled to vote at that meeting.".

4. Pages 11 and 12, Clause 30:

(a) on page 11, replace line 42 with the following:

Comments

Bill S-13 provides Parliament with an opportunity to deal with the worst health care crisis facing Canadians and, in particular, young people this country has ever faced. Health Canada tells us that almost 30 per cent of l5 to l9 year olds smoke. This committee believes that programs funded by S-l3 may help prevent them from being among the 40,000 Canadians that Health Canada tells us die every year from smoking -related disease and illness every year. It is not just a question of 40,000 individuals but 40,000 families who have lost a father, mother, wife, husband, son, daughter, sister or brother.

This bill is supported coast to coast by over l20 health groups and organizations, including the Canadian Cancer Society, the Canadian Medical Association, the Lung Association and the Heart and Stroke Association. It is also a follow up to the Twenty Fourth Report of the Standing Senate Committee on Legal and Constitutional Affairs. Last year, the Committee examined Bill C-71, An Act of regulate the manufacture, sale, labelling and promotion of tobacco products.

The committee recommended the development of programs targeted at youth that are motivational, comprehensive, continuous and holistic, developed by young people and focussed on youth helping youth. Bill S-13 will provide the funding to do that.

The committee recommended that the government direct revenues to pre-teens and teenagers to prevent the development of what, for many, will become a lifelong habit. Bill S-13 will direct revenues to pre-teens and teenagers.

The committee recommended that the government find transitional funding to allow artistic, cultural and sporting groups to obtain alternatives to monies now provided by tobacco companies to sponsor their activities. Bill S-13 will provide that transitional funding.

The committee recommended the Foundation undertake studies to 1) examine the value and consequences of reclassifying tobacco as a narcotic or noxious substance, and 2) determine the impact of advertising and promotional activities on both brand preference and new markets, in particular, where young people are concerned. Bill S-13 will provide the funding for such studies.

Your committee is of the view that Bill S-13 fulfills the recommendations made last year. It provides a solution to protecting the health of young people and an opportunity for Parliament to solve the most pressing health problem facing our country and drain on our health care dollars.
