The Standing Senate Committee on Banking, Trade and Commerce met this day at 3:30 p.m. in Room 505, Victoria Building, the Chairman, the Honourable E. Leo Kolber, presiding.

Members of the committee present: The Honourable Senators Angus, Fitzpatrick, Furey, Hervieux-Payette, P.C., Kelleher, P.C., Kenny, Kolber, Kroft, Lynch-Staunton, Oliver and Tkachuk (11).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Mr. Marion Wrobel, Senior Analyst, Economics Division.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 24, 1999, the Committee proceeded to study Bill S-3, An Act to implement an agreement, conventions and protocols between Canada and Kyrgyzstan, Lebanon, Algeria, Bulgaria, Portugal, Uzbekistan, Jordan, Japan and Luxembourg for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.

Mr. Cullen made an opening statement and then, along with Mr. Ernewein and Mr. Sénécal, answered questions.

It was agreed, -- That Bill S-3 be adopted and reported to the Senate without amendment.

At 4:55 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, November 23, 1999, the committee resumed its examination into the present state of the domestic and international financial system and in particular its study of the Export Development Act. (See Issue No. 1, November 24, 1999, for the full text of the order of Reference.)

Mr. Gillespie made an opening statement and then, along with other witnesses, answered questions.

At 1:00 p.m., the committee adjourned to the call of the Chair.
