The Standing Senate Committee on Foreign Affairs met in camera at 3:35 p..m. this day in Room 160-S, Centre Block, the Chairman, the Honourable John B. Stewart, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, Corbin, Lynch-Staunton, Stewart, and Stollery (6).

Other senators present: The Honourable Senator Roche(1).

In attendance: From the Research Branch of the Library of Parliament: Peter Berg, David S. Goetz and Wolfgang Koerner

The Committee resumed consideration of the Order of Reference pertaining to its examination of the ramifications to Canada of the changed mandate of the North Atlantic Treaty Organization (NATO) and Canada's role in NATO since the demise of the Warsaw Pact, the end of the Cold War and the recent addition to membership in NATO of Hungary, Poland and the Czech Republic; and of peacekeeping, with particular reference to Canada's ability to participate in it under the auspices of any international body of which Canada is a member (See committee proceedings of October 26, 1999, Issue No. 2).

The committee proceeded to study its Future Business.

At 4:50 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Foreign Affairs met at 3:40 p.m. this day in Room 160-S, Centre Block, the Deputy Chairman, Honourable Senator Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Atkins, Corbin, Di Nino, Grafstein, Stollery and Taylor (7).

Other senator present: The Honourable Senator Kenny(1).

In attendance: From the Research Branch of the Library of Parliament: Wolfgang Koerner.

Also in attendance: The official reporters of the Senate.

The committee resumed consideration of the Order of Reference pertaining to its examination of the ramifications to Canada of the changed mandate of the North Atlantic Treaty Organization (NATO) and Canada's role in NATO since the demise of the Warsaw Pact, the end of the Cold War and the recent addition to membership in NATO of Hungary, Poland and the Czech Republic; and of peacekeeping, with particular reference to Canada's ability to participate in it under the auspices of any international body of which Canada is a member (See committee proceedings of October 26, 1999, Issue No. 2).

The Honourable Senator Corbin moved, THAT the Honourable Senator Peter Stollery be Chair of this Committee.

The question being put on the motion, it was resolved in the affirmative.

The Vice-Chair invited the Chairman elected to take the Chair.

The Honourable Senator Grafstein moved, THAT the Sub-Committee on Agenda and Procedure be composed of the Chair, the Deputy Chair and of the Honourable Senator Corbin.

The question being put on the motion, it was resolved in the affirmative.

At 3:45 p.m., the committee proceeded in camera, to study its Future Business.

At 4:30 p.m., the committee adjourned to the call of the Chair.

It was moved by the Honourable John Lynch-Staunton, That the Honourable John B. Stewart, former Chair of the Committee sit at the table and be allowed to ask questions to the witnesses.

The question being put on the motion, it was resolved in the affirmative.

The Honourable Lloyd Axworthy and the Honourable Arthur C. Eggleton each made an opening statement and then, with the other witnesses, answered questions.

At 5:10 p.m., the committee proceeded in camera.

At 5:30 p.m., the committee adjourned to the call of the Chair.
