OTTAWA, Tuesday, December 7, 1999

The Standing Senate Committee on Social Affairs, Science and Technology, to which was referred the subject matter of Bill C-6, to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act, met this day at 9:10 a.m. to give consideration to the subject matter of the bill.

The Chairman: Honourable senators, the bill is now officially before us. There is a draft report in front of each of you. The draft report puts in official form the amendment that was contained in the report we tabled yesterday. The amendment is identical to that which we tabled yesterday.

If there are no comments, I am happy to entertain a motion to dispense with clause-by-clause study of the bill.

Senator Murray: I move that we dispense with clause-by-clause study and proceed to deal with the amendments that are before us.

The Chairman: May I have a motion that I report to the Senate this afternoon the fourth report that is before you?

Senator Callbeck: I so move, Mr. Chairman.

The Chairman: Thank you. We stand adjourned.

The Standing Senate Committee on Social Affairs, Science and Technology met this day at 3:32 p.m. to consider the budget of the Subcommittee to Update Of Life and Death.

The Chairman: Senators, we have one public item on our agenda, which is to approve the budget of $7,890 of the subcommittee. This is a budget that I thought this committee had already approved, because it was put before the committee some time ago. In any case, it is the budget to the end of the current fiscal year, March 31 of the year 2000, for the subcommittee of this committee that is doing the update of the report Of Life and Death. As you will recall, the intent is to complete the update and have it out to the public on the fifth anniversary of the tabling of the first report, which will be early in June. I need a motion to approve the budget.

Senator Carstairs: Honourable senators, I move:

That the following budget application for fiscal year 1999-2000, which was approved for the Subcommittee to Update On Life and Death on Tuesday, November 30, 1999, be concurred in and that the Chair submit same to the Standing Committee on Internal Economy, Budgets and Administration for consideration:
