The Standing Senate Committee on Transport and Communications met in camera this day at 9:35 a.m., in Room 256-S, Centre Block, the Chairman, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Bacon, Callbeck, Fairbairn, P.C., Forrestall, Kirby, LeBreton, Milne, Roberge, Spivak and Taylor (10).

Other senator present: The Honourable Senator Cook (1).

In attendance: Martin Brennan and Keith Miller, special advisors to the committee.

Pursuant to the Order of Reference adopted by the Senate on October 14, 1999, the committee proceeded to study the order laid before the Senate on September 14, 1999, authorizing certain major air carriers and persons to negotiate and enter into any conditional agreement, pursuant to subsection 47(5) of the Canada Transportation Act. (See Issue No. 1, Tuesday, October 26, 1999 for full text of the Order of Reference.)

The committee proceeded to consider a draft of the report.

It was agreed -- that senators' staff be allowed to stay for the meeting.

At 11:05 a.m., the committee adjourned to the call of the Chair.

It was agreed -- that senators' staff be allowed to stay for the meeting.

It is agreed to distribute the draft report only to senators in attendance and that it be collected at the end of the meeting.

At 11:25 a.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Bacon, Callbeck, Finestone, P.C., Forrestall, Johnson, Kirby, Maheu, Perrault, P.C., Poulin and Spivak (10).

It was agreed -- that the following budget application be adopted for submission to the Standing Committee on Internal Economy, Budgets and Administration:

It was agreed to distribute the draft report only to senators in attendance and that it be collected at the end of the meeting.

It was agreed -- that senators' staff be allowed to stay for the meeting.

The committee proceeded to consider a draft of the report.

It was agreed -- that the final report be adopted with the modifications proposed.

It was agreed -- that the Chairman table the final report tomorrow.

It was agreed -- that the Standing Committee re-establishes the Subcommittee on Communications to conduct a study entitled: "Communications Technology: Policy Issues for the 21st Century."

At 7:15 p.m., the committee adjourned to the call of the Chair.
