The Standing Senate Committee on Energy, the Environment and Natural Resources met at 6:04 p.m. this day, in room 257 East Block, the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Banks, Buchanan, Finnerty, Kenny, Merchant, Ringuette, Spivak and Watt (8).

In attendance: From the Library of Parliament: Lynne Myers, Researcher, Science and Technology Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 13, 2003, the committee proceeded to study Bill C-9, An Act to amend the Canadian Environmental Assessment Act.

APPEARING:

The Honourable David Anderson, P.C., M.P., Minister of the Environment.

WITNESSES:

From the Canadian Environmental Assessment Agency:

Robert G. Connelly, Vice-President, Policy Development;

Heather Smith, Senior Legal Counsel.

The Honourable David Anderson, Minister of the Environment, made a statement and together with Mr. Connelly and Ms. Smith, answered questions.

At 7:10 p.m., pursuant to rule 92(2)(e), the committee proceeded in camera for the consideration of a draft agenda.

At 7:15 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met at 5:12 p.m. this day, in room 257 East Block, the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Banks, Buchanan, Christensen, Eyton, Finnerty, Kenny, Merchant, Milne, Spivak and Watt (10).

Other senator present: The Honourable Senator Ringuette (1).

In attendance: From the Library of Parliament: Lynne Myers, Researcher, Science and Technology Division and Monique Hébert, Researcher, Law and Government Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 13, 2003, the committee continued its examination of Bill C-9, An Act to amend the Canadian Environmental Assessment Act.

WITNESS:

From the Canadian Parks and Wilderness Society:

Stephen Hazell, Executive Director and General Counsel.

Mr. Hazell made a statement and answered questions.

It was agreed, — That the committee proceed to clause-by-clause consideration of Bill C-9.

It was agreed, — That the Title stand postponed.

It was agreed, — That clauses 1 to 34 carry.

It was agreed, — That the Title carry.

It was agreed, — That this Bill be adopted without amendment.

It was agreed, — That the Chair report this bill at the next sitting of the Senate.

The committee received briefs by the following individuals/organizations during the consideration of Bill C-9:

The Honourable David Anderson, Minister of the Environment; and

Stephen Hazell, Canadian Parks and Wilderness Society.

At 6:05 p.m., the committee proceeded in camera pursuant to rule 92(2)(e) for the consideration of a future agenda.

At 6:20 p.m., it was agreed that the committee adjourn to the call of the Chair.
