The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 11:07 a.m., in room 257, East Block, the Honourable George J. Furey, Chair, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Bryden, Buchanan, P.C., Cools, Furey, Jaffer, Joyal, P.C., Nolin and Smith, P.C. (9).

In attendance: From the Library of Parliament: Nancy Holmes.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, February 27, 2003, the committee continued its study of Bill S-12, An Act to repeal legislation that has not been brought into force within ten years of receiving royal assent. (For complete text of Order of Reference see proceedings of the committee, Issue No. 11.)

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 10, 2003, the committee started its study of the terms of the motion of the Honourable Senator Carstairs, P.C., dated June 10, 2003 concerning the House of Commons response to Bill C-10B, An Act to amend the Criminal Code (cruelty to animals). Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 11, 2003, the committee started its study on the Message from the House of Commons concerning Bill C-10B, An Act to amend the Criminal Code (cruelty to animals). (For complete text of Order of Reference see proceedings of the committee, Issue No. 12.)

At 5:55 p.m., the committee adjourned to the call of the Chair.
