The Standing Senate Committee on National Finance met at 9:30 a.m., this day, in room 705, Victoria Building, the Chair, the Honourable Lowell Murray, P.C. presiding.

Members of the committee present: The Honourable Senators Day, Doody, Murray P.C., Ringuette and Stratton (5).

Other senators present: The Honourable Senators Banks and Spivak (2).

In attendance: Mr. Guy Beaumier and Mr. Stephen Laurent, Research Officers, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on February 26, 2004, the committee continued its examination of the expenditures set out in the Estimates for the fiscal year ending March 31, 2005. (For complete text of the Order of Reference, please see Issue 3 of the Proceedings of the Committee.)

WITNESSES:

From the Government of Manitoba:

The Honourable Gregory F. Selinger, Minister of Finance;

Ronald H. Neumann, Director, Intergovernmental Affairs, Department of Finance.

The Honourable Gregory F. Selinger made a statement and, together with Ronald Neumann, answered questions.

At 11:00 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on National Finance met at 6:15 p.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Lowell Murray, P.C. presiding.

Members of the committee present: The Honourable Senators Biron, Chaput, Day, Downe, Finnerty, Lynch- Staunton, Murray P.C., Oliver and Ringuette (9).

Other senator present: The Honourable Senator Andreychuk (1).

In attendance: Mr. Stephen Laurent, Research Officer, Library of Parliament.

Also in attendance: The official reporters of the Senate.

APPEARING:

The Honourable Denis Coderre, P.C., M.P., President of the Queen's Privy Council for Canada.

WITNESSES:

From the Public Service Human Resources Management Agency of Canada:

Monique Boudrias, Executive Vice-President.

From the Public Service Commission:

Dr. Maria Barrados, Interim President;

Gaston Arsenault, General Counsel.

At 6:15 p.m., the Honourable Denis Coderre made a statement and, together with Monique Boudrias, answered questions.

At 7:15 p.m., Dr. Barrados made a statement and, together with Gaston Arseneault, answered questions.

It was moved by the Honourable Senator Day, that the committee report to the Senate that it recommends and approves the nomination of Dr. Maria Barrados as President of the Public Service Commission.

The question being put on the motion, it was adopted.

At 8:10 p.m., the committee adjourned to the call of the Chair.
